About ECES and EURECS II
ECES is a not-for-profit private foundation headquartered in Brussels with a global remit. ECES promotes sustainable democratic development through the provision of advisory services, operational support and management of large projects in the electoral and democracy assistance field. ECES works with all electoral stakeholders, including electoral management bodies, civil society organizations involved in voter education and election observation, political parties, parliaments, media, security forces, religious groups and legal institutions confronted with electoral disputes resolution.
The European Centre for Electoral Support (ECES) is implementing the second phase of the European Response to Electoral Cycle Support (EURECS II) in Ethiopia. This project aims to contribute to inclusive, transparent, and credible electoral processes, and strengthen the capacities of electoral stakeholders.

01. Finance and Administration Officer
Finance and Administration Officer
Project: European Centre for Electoral Support (ECES)- European Response to Electoral Cycle Support in Ethiopia II
Duty Station: Addis Ababa, Ethiopia
Contract Type: Consultancy
Duration: 44 months

Position Summary
The Finance and Administration Officer will support the effective implementation of the project by ensuring sound financial management, compliance with donor regulations, and efficient administration of project resources.
Key Responsibilities
- Ensure that the Project’s Standard Operating Procedures are adequately implemented throughout the project’s life-span;
- Ensure the financial transactions are properly recorded, have adequate supporting documentation,
- Ensure the regular update of project financial books, bank reconciliation and petty cash
- Prepare the payments according the country fiscal regulations and ECES policies.
- Ensure compliance with local tax laws, payroll regulations, and statutory obligation
- Follow up the budget balances;
- Contribute to prepare the activities projections;
- Contribute to internal financial audit and expenditure verification control;
- Contribute to the preparation of external financial audits;
- Contribute to the preparation of financial documents/reports;
- Contribute to the preparation of Project staff’s contracts;
- Assist in organizing meetings, workshops, and trainings, including logistics and participant payments.
About You
Required Qualifications and Experience
- Bachelor’s degree (or higher) in Finance, Accounting, Business Administration, or related field.
- Minimum of 5 years of relevant work experience, preferably with international NGOs or donor-funded projects.
- Proven experience with EU-funded projects is an asset.
- Solid knowledge of Ethiopian financial regulations, tax laws, and administrative practices.
- Proficiency in accounting software (Winbooks is an asset)
- Excellent organizational and time management skills.
- High level of integrity, discretion, and ability to work under pressure.
Language Requirements
- Fluency in English (written and spoken) is required.
- Knowledge of Amharic or other local languages is mandatory.

02. Officer for CSOs Coalition
Position: Officer for CSOs Coalition
Project: European Centre for Electoral Support (ECES)- European Response to Electoral Cycle Support in Ethiopia II

Duration: 44 months

Position Summary
The Officer for CSOs Coalition will support the effective implementation of the project, liaise between the PCU and CSOs by ensuring sound financial management, compliance with donor regulations, and efficient administration of project resources.
Key Responsibilities:
- Ensure organizational support to citizen observation organizations
- Coordinate the process of documentation related to citizen observation activities.
- Support the drafting of documents, including travel authorizations, Non-Disclosure Agreements, Activity reports etc.
- Liaise between the PCU and the CSOs.
- Contribute to the activity planning and calendar of activities;
- Assist in the implementation of activities and event’s,
- Liaise with PCU and project’s experts;
- Logistical and practical arrangements of project’s activities (international and local travel, accommodation etc.) and coordinating content development for project-related events (meetings, press conferences, trainings);
- Manage the collection of data for the purposes of M&E and sharing of information of project outcomes and objectives;
- Assist in coordination and monitoring of project activities and budgets;
- Contribute to daily administrative work and perform all other working tasks deemed as necessary within the framework of the project.
About You
Required Qualifications and Experience
- Bachelor Degree in Business Administration, Economics ,Political Sciences, Law, International Relations or other related field.
- Prior working experience in international organizations/not for profit organisations.
- Experience in handling Finance and Logistic tasks
- Support the preparation of National and External audits
- Knowledge of the electoral cycle approach, election observation/electoral assistance, democracy support etc.
- Experience drafting reports and carry out researches;
- Good negotiation and project management skills;
- Ability to prioritize work, multi-task and meet deadlines;
- Ability to perform effectively under high pressure, hardship conditions and long working hours
Language Requirements
- Fluency in English (written and spoken) is required.
