Job Description

Background:

The Federation of Ethiopian Associations of Persons with Disabilities (FEAPD) is a consortium of people with disability organizations in Ethiopia. It was established in 1996 and re-registered as a consortium in August 2019 under proclamation No. 1113/2019 by the Agency for Civil Society Organizations bearing registration number 1511. FEAPD has recently widened its organizational structure and is currently constituted by 21 disability associations including associations of persons with disabilities from all regional states. The vision of FEAPD is to see a disability inclusive political and socio-economic environment in Ethiopia and also its mission is to help persons with disabilities (PWDs) in averting disability related problems and improve their lives.

The Federation of Ethiopian Associations of Persons with Disabilities (FEAPD) with financial and technical support from National Democratic Institute for International Affairs (NDI) implemented an 8 month  project entitled “Observing the Upcoming Ethiopian National Elections to Ensure the Fundamental Political Rights and Inclusion of Persons with Disabilities in the Electoral Process” with the objective of promoting and strengthening democratic governance, the universal human, civil and political rights of persons with disabilities by ensuring their inclusion in the 2021 Ethiopian national election process through specialized targeted citizens (PWDs) election observation.

The election observation project implemented by FEAPD in close partnership with National Democratic Institute for International Affairs (NDI) and member DPOs was designed to contribute to an improved environment in recognizing the political rights of persons with disabilities in the electoral process and creating a disability inclusive society in the country. The 2021 election observation project implemented by FEAPD intended to promote and enhance, through election observation aimed to affect procedural, legal, and behavioral changes in the long run, the capacity and opportunities for persons with disabilities and their representative associations to participate equally, in civic and political engagement, as citizens’ election observers. The election observation activities were implemented in 4 regional states (Oromia, Amhara, SNNPR and Sidama) and Addis Ababa city administration. The election observation project was implemented in three major phases (Pre-Election activities, Election Day Observation and Post-election activities).

As part of the post-election activity, FEAPD would like to invite interested, qualified and competent consulting firms/companies/ and individuals to conduct Evaluation of the Election Observation Project.

Objective of the Assessment:

 

The purpose of the evaluation of FEAPD Election Observation Project is mainly to learn from the experience during the implementation of the project (during Pre-Election activities and Election Day Observation). The evaluation of the project will address five major areas: Relevance, effectiveness, efficiency, impact and sustainability. The project will also be evaluated in relation to the stated objectives, as contained in the approved technical proposal, addressing the inclusiveness of PwDs in the election process.

Academic Qualifications

The ideal consultant has an advanced degree in Project Monitoring and Evaluation, Project Management, development management, Economics, or other related social science field of studies and acquired a minimum of five years of professional experience in designing, implementation and Evaluation.  Specialization on disability rights is an added advantage.

Experience/skills and competencies

  • Technical skills in conducting project evaluation in election observation projects and related issues
  • High level of understanding of the electoral process, human rights and inclusiveness of PWDs in political rights, and experience of conducting related project evaluation in the local context.
  • Demonstrable academic and practical experience in qualitative and quantitative research methodology
  • Strong analytical, facilitation and communication skills
  • Excellent reporting and presentation skills
  • Fluency in spoken and written English
