Background

IOM Ethiopia’s Emergency and Post Crisis unit responds to humanitarian needs throughout the country. After the onset of conflict in Tigray region of Ethiopia in November 2020 the team extended its operations to respond to this crisis, based out of Mekelle and Shire. IOM’s activities aim to target the most vulnerable IDPs and also to support the recovery of critical infrastructure.

Under the general supervision of the Chief of Mission and direct supervision of the Shelter/WASH Officer, the candidate will be responsible and accountable for providing necessary support under the EPC Unit of the Mission. In particular, he/she will:

Core Functions / Responsibilities:

  • Organize distributions of NFIs including beneficiary registration and post-distribution monitoring, through cash or in-kind methodologies.
  • Support with shelter repair activities including provision of training to local carpenters, distribution of shelter repair kits and provision of technical support to beneficiaries and monitoring the construction progress.
  • Coordinate with local authorities like regional and woreda National Disaster Risk Management Commission (NDRMC) for shelter NFI project implementations and other relevant stakeholders, including representing IOM at the Shelter cluster when needed.
  • Support in preparing site level technical documents for Emergency and transitional shelters rehabilitation and construction in line with the local context.
  • Support the Shelter and construction operations by liaising with sub office Procurement, Finance, HR, and Logistics units.
  •  Directly line manage two shelter clerks.
  • Oversee monitoring and evaluation of all project activities.
  • Prepare periodic information management reports for project/programmes in coordination with subunit heads and project focal.
  • Prepare project tracking updates for managers as needed.
  •  Perform such other duties as may be assigned.

Job Requirements

Educational Qualification

  • University degree in civil engineering, Construction Management, or other related field with minimum of 5 years of relevant professional experience is required.

Experience

  • Experience working with NGOs or UN agencies in humanitarian or development response.
  • Experience in developing BOQs for shelter solutions.
  • Experience in managing large scale distributions.

Languages

  • Thorough knowledge of spoken and written English
  •  Knowledge of Tigrigna language is an advantage.
