BACKGROUND:
Assisting 152 million people in around 120 countries and territories in 2023 alone, the World Food Programme (WFP) is the leading humanitarian organization saving and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience. With its logistical and supply chain expertise, WFP delivers food and other assistance to those in most need and on behalf of other humanitarian actors. In Ethiopia, WFP is working with the Government and other humanitarian partners to respond to immediate emergency and humanitarian needs of over 15.8 food insecure people in only 2024, while strengthening the resilience towards a prosperous country. WFP’s Country Strategic Plan 2020-2025 is stemmed on the commitment to strengthen the Government of Ethiopia’s capacity as first responder.
Ethiopia CO seeks to fill the position of Monitoring & Evaluation Associate (Research, Reporting, and Data Management) based in Addis Ababa, Ethiopia who will work the general supervision and guidance of Monitoring and Evaluation Officer (Planning, Reporting, Compliance and Data management) and subquently Head of Research, Assessment and Monitoring. The suitable candidate will lead, coordinate and support in the generation of evidence for resource mobilization, advocacy & lobbying, planning, and reporting as part of the accountability to the donors, beneficiaries and Government while supporting data analysis for ongoing researches, assessment and reviews. Programme Associate will support other cross-functional unit as when required to coordinate design of results management frameworks ensuring coherence with the corporate indicators, support the assessment/review/research design, coordinate data collection and analysis; and lead on dissemination of findings for improved programme quality design and coordination.
JOB PURPOSE
To enhance evidence generation for resource mobilisation, advocacy and lobbying and programmatic/operational decision making through quality data management, timely and informative food security and nutrition assessment/reviews towards attainment of the zero-hunger Ethiopia.
JOB TITLE: Programme Associate (Research, Data Management, and Reporting)
TYPE OF CONTRACT: Service Contract – Level 6

DUTY STATION (City, Country): Addis Ababa, Ethiopia
DURATION: 6 months
REPORTING LINE: M&E Officer: Planning, Reporting, Compliance and Data Management.

KEY ACCOUNTABILITIES/RESPONSIBILITIES
- Design of result management framework: work with cross-functional in consultation with the research, assessment and monitoring unit to develop programmatic/project results frameworks including theories of change, logical frameworks (logframeworks), monitoring frameworks and plans. Ensure relevant indicators and performance metrics are captured and reported against.
- Coordinate programmatic and thematic researches, assessment and reviews: Collaborate with programmes unit team, coordinate gender, accountability, and protection related assessments within the WFP operations through the development of concept notes (implementation protocols), design tools, facilitation data collection, preparation of the data management and analysis plan.
- Data management and Quality assurance: Lead and coordinate the design and review of data collection tools, support field offices in the enumerator recuritments and training, oversee data collection processes, and ensure data quality assurance for accuracy, reliability, integrity and validability. Faciltiate data cleaning and subsequent maintenance of qualitative and quantitative data (through sruveys, interviews, experiments and or literatures) on data repository platforms (MODA/ODK, Data Viz, ImpactHub, SharePoint and other Information Management Systems) ensuring updatedness.
- Data analysis and Reporting: Lead and coordinate the development and review of analysis plans and framework for the food security and nutrition assessments, thematic, policy and or programmatic reviews and researches. Identify and apply appropriate statistical methods, software, and techniques to conduct data analysis, interpretation, reporting on results and draft strong programmatic recommendation. Support the tracking of recommendation through establishment of the implementation action plans and logs. As when required, consolidate comprehensive monitoring reports.
- Community feedback gathering, engagement and reporting: work with gender, accountability, and protection (cross-cutting) unit to gather feedback from communities through analysis case analysis of helpdesks, hotline and other referral pathways. Support synthesization of the community feedback and mechanisms, and protection data through the preparation of the technical, analytical reports and dashboards, donor briefings, corrective actions taken on complaints, improved internal controls and enhanced efficiency of WFP operations
- Operational and programmatic Impact asssessments and reviews: Work with the programmes, supply chain and support services units to coordinate reviews and assessment to demonstrate the impact, effectiveness, efficiencies, and value for money of investments made in communities.
- Capacity assessment and strengthening: Coordinate the periodic (annual) capacity and skills assessment for staff including Cooperating Partner (CP) staff, Third Party Monitors (TPM) and WFP’s Field Monitoring Assistants (FMAs); development capacity improvement plans and coordinate the operationalization of the performance and capacity improvement plan incl. Research, Assessment and Monitoring concepts, and models.
- Learning, and knowledge management: Foster a learning culture through the documentation of best practices and lessons learnt in collaboration with knowledge management unit.
- Coordination and stakeholder Engagement: Engage with partners, research firms, think tanks, third party monitors and other stakeholders through a learning platform to harness sharing of best practices and lessons learnt towards an effective evidence generation unit.
- Other duties: Candidate may be assigned duties on a needs basis from time-to-time.
QUALIFICATIONS & EXPERIENCE REQUIRED
Education:
- Completion of secondary school education.
- A post-secondary certificate in the related functional area, preferably development studies, economics, statistics, Mathematics, data science, public administration, business administration, humanitarian studies etc.
Experience:
- Six years of relevant work experience in a humanitarian organization and operational implementation.
- Experience handling complaints, identifying issues, and passing issues on to third parties to resolve as part of a community feedback system.
- Data entry and management experience.
Competencies
- Strong analytical skills combined with proficiency in data management,
- proficiency in qualitative and quantitative research, programmatic monitoring & Evaluation (M&E) frameworks,

Knowledge & Skills:
- Proficiency in Windows, MS Office (Word, Excel, PowerPoint, Outlook)
- Good data analysis skills and knowledge of data visualization (sample tools could be statistics programmes such as SPSS/STATA, Tableau, Power BI)
- Behavioral competencies such as Leadership, Action Management, Client Orientation, Cognitive Capacity, Innovation, Partnering and Teamwork.
Language:
- Fluency in both oral and written communication in English language.
