For Recruitment of a Consultant to develop an Electronic Solution for Monitoring and Evaluation (M&E) for Cheshire Ethiopia

 

Background

Cheshire Ethiopia (CE) is a pioneer in providing rehabilitation services for persons with disabilities (PwDs) in Ethiopia since 1962. It is dedicated to improving the quality of life for PwDs through innovative and inclusive programs focusing on health, education, social inclusion, and empowerment.

CE’s current Monitoring and Evaluation (M&E) system relies on manual, Excel-based data management processes, resulting in delays, inefficiencies, and limited real-time insights.

To address these challenges, CE seeks a consultant to design and implement a modern, automated, and integrated M&E electronic solution that enhances its capacity to monitor, evaluate, and respond to program/project impacts effectively and efficiently.

 

General Objective

To develop and deploy a comprehensive, automated, and scalable M&E system tailored to Cheshire Ethiopia’s needs, enabling accurate data collection, analysis, reporting, and decision-making to improve the organization’s program/projects’ outcomes.

 

Scope of Work

The consultant will be responsible for the following:

  1. System Design: Develop a customized M&E system
  2. Data Collection Tools: Create tailored forms for periodic, event-based, and longitudinal data capturing.
  3. Data Analysis and Visualization: Implement advanced analytics and visualization tools, including GIS-based capabilities.
  4. Reporting Mechanisms: Develop automated reporting modules for real-time dashboards and specific reports to different audience.
  5. Data Security: Ensure compliance with ISO standards for data security, including encryption and backup systems.
  6. Training: Conduct training sessions for CE staff on system usage and maintenance.
  7. Continuous Support: Provide ongoing technical assistance and system optimization post-deployment.

 

Time Frame

The assignment is expected to be completed in no more than 4 months’ time from the signing of the contract:

 

Methodology

The consultant is expected to adopt a participatory and inclusive approach, including:

  • Conducting stakeholder consultations to understand CE’s current workflows and requirements.
  • Designing user-friendly interfaces and tools tailored to CE’s needs.
  • Conducting pilot testing to ensure system functionality and alignment.
  • Delivering training sessions for various user roles within the organization and the M&E system.

 

Deliverables

  1. Inception Report: Detailed methodology and implementation plan.
  2. Customized M&E System: Functional system with all configured features.
  3. Data Collection Tools: Tailored digital forms for all required data types.
  4. Training Materials: Comprehensive manuals and training sessions for CE staff.
  5. Final Report: Documentation of the system’s design, configuration, pilot results, and user feedback.
  6. Post-Deployment Support: Regular maintenance and updates after the adoption of the system.

 

About You

Required Qualifications

  • Proven expertise and experience in designing and implementing M&E systems using platforms like DHIS2 or equivalent.
  • Strong knowledge of data security protocols and ISO standards.
  • Experience with GIS-based data visualization and real-time reporting.
  • Excellent training and communication skills, especially with non-technical users.
  • Demonstrated experience working with organizations in the development or disability sector.
  • A firm with renewed business license

 

Evaluation Criteria

Proposals will be evaluated based on the following:

  • Technical Proposal and Experience (70%): Relevance and feasibility of the proposed methodology, work plan and Proven track record and qualifications of the consultant.
  • Financial Proposal (30%): Cost-effectiveness and clarity.
