Job Description

The International Republican Institute (IRI) is recruiting a Senior Program and Grants Officer (SPGO) to support the administration, coordination, preparation, review, and management of subawards,
ensuring compliance with IRI procedures and local laws. SPGO will work closely with the Resident  Program Director, field program team, and the DC team to develop a grant management strategy, program design for sub-award partners, capacity building of sub-award partners, and support  proposal/report writing processes.

 

Specific duties and responsibilities

  • Support design, development, and management of program areas to ensure that reporting requirements are met, projects remain within budget allocations, and program objectives are completed on schedule.
  • In coordination with the program team, monitor the collection of sub award proposal materials from prospective partners and confirm that all required documentation from subgrantees is submitted.
  • Provide technical guidance to program teams on processing sub award packages.
  • Reviews for RPD approval of the narrative and financial reports from CSOs, sub-awardees, contractors, facilitators, pro bono, and others. Monitors and evaluates the performance of partner organizations’ activities, identifying successes and failures and recommending program adjustments accordingly.
  • Coordinate with program teams, provide technical support to subgrant partners in the field as needs arise, and work with the D.C. procurement team to coordinate with them.
  • Review subgrantees’ financial reports/milestones in preparation for submission to the D.C. Procurement team.
  • Maintain awareness of work plans, performance management, and strategic communications for subgrants.
  • Assist with training sub-recipients and contractors on terms of agreement and reporting.
  • Provide logistics support for all events, including arranging venues, audio-visual support, and catering for activities as needed.
  • Produces event materials and documentation on program activities.
  • Provide coordination and support for preparatory meetings.
  • Represent IRI in meetings and outside events.
  • Travel within the country to accompany and support activities of partners, consultants, contractors, participants, guests, and others as requested by the RPD.

About You

Qualifications 

  • Minimum bachelor’s degree or equivalent in Political Science International Relations, Diplomacy, Political Science, Public Administration, or another relevant field.
  • At least five to seven years’ professional experience in democratic governance and politics, preferably working directly with political parties, civil society organizations/NGOs legislative bodies, or equivalent.
  • Multi-disciplinary experience in project design, implementation, and evaluation in democracy, governance, transparency, anticorruption plans, and/or local development.
  • General knowledge and understanding of the Ethiopian political context and sensitivities of working on development issues in Ethiopia
  • Experience with program management and implementation and familiarized with project accounting necessary to draft and oversee the budget.
  • Well organized, able to work independently and as a member of a team, skilled at handling multiple tasks, diplomatic, and able to adhere to deadlines
  • Fluency in both spoken and written English.
  • Availability to travel within the country, as needed
