Introduction
The Digital and Creative Economy (DICE) Hub Project is a 2-year pilot initiative in Ethiopia, designed as a career incubator and accelerator for youth from both refugee and host communities in Addis Ababa. This project aims to provide young individuals with the skills, knowledge, and opportunities needed to thrive in the burgeoning digital and creative sectors. By fostering talent and facilitating career development, the DICE Hub Project seeks to bridge the gap between education, skilling and employment, enabling youth to access sustainable livelihoods and contribute to the economic growth of their communities.
Recognizing the immense potential of the digital and creative economy, the DICE Hub Project will focus on equipping participants with industry-relevant technical skills, enhancing their employability, and supporting their entrepreneurial endeavors. The project will provide comprehensive training and facilitate field placement (apprenticeship/internship). Through a holistic approach, the DICE Hub Project will empower youth to navigate the challenges of the job market and seize opportunities in the dynamic digital and creative industries.
The success of this initiative relies on the expertise and dedication of a training consultant that can deliver targeted support in participant training and positioning. Through this consultancy assignment, the DICE Project aims to create a robust ecosystem that nurtures talent, drives innovation, and fosters economic resilience among youth in Ethiopia.

Finn Church Aid (FCA) is the largest Finnish international aid organization. We operate in 13 countries, where the needs are most dire. Objectives & Deliverables
The objective of this assignment is to deliver nine masterclass sessions that equip participants with cutting-edge skills in creative and digital trending fields. This session aims to build technical capabilities essential for today’s dynamic job market. Through structured learning, exposure to real-life case studies, and hands-on activities, the program will prepare participants for meaningful employment opportunities. Additionally, the initiative will facilitate pathways to internships and apprenticeships under the DICE Project, while promoting networking and linking avenues that support participants in securing sustainable employment in their chosen creative or digital careers.
Scope of work
The consultant/company will be responsible for the following tasks:
Training and Curriculum Development:
- Design and deliver a training curriculum tailored to the needs of the digital and creative sectors.

- Graphic Design for beginners
- Video editing and Story telling
- Coding for beginners
- Digital tools for productivity and earning
- UX/UI Design: Design thinking and Prototyping
- Creative side hustles: Monetize your talent
- Intro to podcasting and digital audio creation
- Build your personal brand: Craft your brand blueprint
- Offer personalized technical support to participants’ learning and networking development.
Deliverables
- Detailed training curriculum and session plans.
- Training materials (slides, worksheets, resource guides).
- Training reports.
- Assessment results.
Duration of contract
The service provider is expected to last 6 months (from June – December 2025).
Duty Station
The assignment will take place in FCA Digital creative economy Hub Addis Ababa, Ethiopia.
Methodology
The training will be conducted as a one-day event held monthly, consisting of 9 interactive sessions delivered in collaboration with the CGC Officer. Each session is designed to provide practical, beginner-friendly knowledge and skills tailored to the needs of youth in the digital and creative sectors. Participants will engage in hands-on activities, guided instruction, and group discussions to enhance learning outcomes. To support individual progress, the consultant will also offer personalized technical support and encourage peer networking through follow-up channels and access to shared resources. This recurring monthly event aims to build participants’ vocational and entrepreneurial capacity while fostering a community of digitally skilled creatives.
Terms of contract
- Confidentiality – Final product of this evaluation is a property of FCA.
- The Consultant is responsible for payment of all social costs, other employment-related costs and insurance contributions and for all other liabilities of a statutory nature.
- The consultant and the enumerators will have to abide by the FCA Code of Conduct, Child Safeguarding policy, and any other relevant policies.
- The consultant will provide a debriefing session to a wide audience, including Helsinki-based FCA staff, on the main findings and recommendations.
- Copyright for the report will remain with FCA.

- During the assignment, the consultant does not represent FCA and has no mandate to negotiate, make commitments or agree on behalf of FCA.
- The consultant is expected to use own computer and other equipment required for the work.
- By submitting an offer, the candidate/consultant/confirms to abide by FCA Code of Conduct, Child Safeguarding policy and any other relevant FCA policies.
- The ownership and copyright(s) of the report(s) and any other produced material will remain with FCA. The Contracting authority may for its own convenience and without charge or liability cancel the process at any stage.

- Strong network and relationships with industry stakeholders, businesses, and employers.
- Experience working with diverse and vulnerable populations, including refugees.
- Excellent communication, reporting, and documentation skills.
Evaluation Process
The evaluation process is managed by FCA’s Procurement Committee.
Candidates will be first evaluated according to the requirements qualifications. Candidates who are eligible will be allowed to proceed to the evaluation phase and their offers will be evaluated according to the contract award
