SALARY RANGE Gross monthly salary of ETB 25,756 – ETB 30,676 plus ETB 12,000 Housing allowance and ETB 3,300.00 Transport allowance, depending on candidates’ qualification, experience and earning history

Purpose of the Job: 

To enhance financial decision making by developing and implementing financial accounting and reporting system that provide accurate and current information to the management of the commission; streamline and monitor Administrative Services by developing and implementing systems, procedures, and policies both in branch/head office for all regular and funded by donor.

Main Duties and Responsibilities:

  • Implement internal control policies, guidelines, and procedures in collaboration with internal audit office for activities such as budget administration, cash, and accounting system both in branch/head office.
  • Coordinate the preparation of consolidated financial statements, financial position forecasts, annual budgets or reports required by regulatory agencies and funding agencies.
  • Develop and maintain financial record keeping and reporting system.
  • Review transactions to ensure they are properly recorded, and books of accounts are balanced, and authorize records of transactions and opening of general and subsidiary ledger accounts both in branch/head office.
  • Supervise billing, receivables, payables, cash receipts, cash disbursements, and general ledger functions.
  • Review reconciliations to ensure that they are prepared properly and follow-up on any unusual items.
  • Review periodic cash flow projections, establish daily and weekly cash positions, and execute financing decisions.
  • Monitor the physical records and financial activities related to the fixed asset of the commission.
  • Coordinate work relating to both internal and external audits in the periodic review of the Commission’s’ financial records both in branch/head office.
  • Conduct cost benefit analysis of outsourcing services such as janitorial, transport and maintenance services and present recommendations.
  • Maintain Administrative workflow by studying methods, implementing cost reductions, and developing reporting procedures.
  • Report administrative problems by analyzing information, identifying and recommending solutions.
  • Perform other tasks as assigned.

Generic Duties of the Position:

  • Facilitate the preparation of the function work plan and monitor their implementation. Review, and submit Function reports to relevant organs.
  • Facilitate in identification of human resources requirements of the Function and develop plan for meeting the requirements. Support the development of subordinates through periodic performance evaluations, coaching, mentoring, ongoing performance dialogue and feedback. Oversee the systematic identification of skill and competency requirements for the Function. Manage disciplinary concerns of the function’s staff as per the company’s policy.
  • Support in development of policies and procedures for the Function and lead in their implementation and continuous review.
  • Represent the Commission in external relationships related with the Function based on the supervisor approval.
  • Take part in the group decision making process by forming part of different groups/committees.

About You

  • MA/BA Degree in Accounting and Finance.
  • 8 years of relevant experience for BA
  • 6 years of relevant experience for MA
  • Experience and knowledge of IFMIS, IFRIS is required
  • Experience working with various donors is a plus.
  • Experience in management of resources
  • Computer literate.
  • Knowledge of Amharic and English is required.
  • Knowledge of other local languages is advantageous.
