Background
About CAAP:
Community in Action Against Poverty (CAAP) is a local organization registered by the FDRE Agency for CSOs in December 2018 (Regis # 4091), works in the Somali region and focuses on responding to emergencies, development, and promote peace. CAAP’s vision is to create a poverty-free Somali regional state where women are empowered to create a resilient, inclusive, and fair future for themselves, their families, and their communities. Since 2024, CAAP has been implementing demand generation project to improve uptake of routine immunization and HPV vaccine Erer, Warder and Geladi Woredas.
JOB SUMMARY:
The MEAL Officer will lead and coordinate monitoring, evaluation, accountability, and learning functions at the field level. S/he will ensure that program data is collected accurately and timely, supports learning and decision-making, and contributes to evidence-based reporting and accountability to communities and stakeholders
Main Tasks and responsibilities
1. Monitoring & Evaluation
- Ensure full compliance with CAAP’s Minimum Monitoring Evaluation, Accountability and Learning Standards in all projects implemented by the Area Office.
- Support the development of MEAL components of project proposals, including the development of MEAL plans and Detailed Implementation Plans (DIP) will be developed in close collaboration with program teams and will be used to populate CAAP’s Performance Monitoring Tracker (PMT), which will be used by the program and MEAL teams to provide monthly updates and analysis of progress against indicators.
- Ensures all the required program data are captured using database /system, tools and formats developed for the purpose and maintained in the Project database, including data related with surveys /assessments and operations research.
- Reviews the completeness, accuracy and timeliness of data reported from Project team, and provides feedback that helps quality improvement
- Monitor the implementation of field-level activities, including community dialogues, mini-media sessions, PTA engagements, and outreach to out-of-school girls.
- Ensures the Projects database is up to date, properly maintained with a system for periodic back up.
- Collect daily, weekly, monthly, and quarterly data from each Program/project intervention and document in hard and soft copy
- Work with the program team and MEAL Coordinator to provide periodic report to internal and external reports (monthly, quarterly, semiannual and annual)
- Ensures all Project related documents and information are systematically organized and stored in a separate folder, with appropriate back up
- Collect quantitative and qualitative data from CHWs, HEWs, schools, and community structures.
- Conduct routine data verification and data quality assessments.
- Support baseline, midline, and endline surveys, and compile inputs for donor & internal reporting.
- Establish and regularly collect complaints/feedback at school, community, & facility levels, fill in CFRM database and report upwards for management action.
- Ensure participation of beneficiaries in feedback loops, especially caregivers, girls, and influencers.
- Regularly analyse community feedback and share findings with project and government teams to inform adaptive management.
- Establish multi-entry complaint/feedback response mechanism/CFRM/ and
- Document lessons learned, best practices, case stories, and success narratives for internal and external sharing.
- Participate in reflection, review, and learning workshops with community members, project staff, and government stakeholders.
- Work with the MEAL Coordinator to ensure that monitoring findings inform planning and programming.
- Provide mentoring and coaching to field teams, including CHWs, HEWs, and school facilitators on data collection and documentation.
- Train local stakeholders (e.g., teachers, health workers) on basic monitoring tools and accountability standards.
- Support offline-compatible M&E tools for low network environments, including paper-based reporting and mobile surveys (e.g., KoboToolbox)

- Work closely with CAAP safeguarding colleagues to plan, execute, and monitor community engagement activities focused on safeguarding and ensure their impact is measured effectively and evaluated.
- Collaborate with the Safeguarding team during the establishment or adaptation of the Feedback and Reporting Mechanism to ensure that the feedback mechanisms are robust and responsive to safeguarding concerns.
- Support Safeguarding in ensuring that awareness of child and adult safeguarding principles, and reporting procedures, are integrated into information-sharing sessions with children and communities to maintain consistency and effectiveness across all communication channels
About You
QUALIFICATIONS AND EXPERIENCE
- Bachelor’s degree in public health, Statistics, Development Studies, M&E, or related fields.
- Minimum 3 years of experience in M&E or MEAL roles within the NGO or public health sector.
- Demonstrated experience in participatory monitoring, community feedback systems, and health project reporting.
- Strong understanding of EPI indicators, immunization tracking tools, and behaviour change evaluation is preferred.
- Proficient in Microsoft Excel, Word, and digital tools (e.g., ODK, KoboToolbox, Power BI).
- Fluent in Somali, English and Amharic
