Job Description
We are seeking a Head of Base for the opening of our base in Motta. As such, you’ll manage the smooth running of an SI operations base. You will support the Field Coordinator and CD in management of the base and in representing SI in dealings with local authorities and contacts.
You will also make sure of the security of SI’s teams and assets, and of respect for the organization’s ethics and values.
You may have some other responsibilities related to administrative and financial management, logistics management, program management including the supervision of all or part of the base teams.

CONTEXTUAL TRACKING
- Monitors and analyzes the humanitarian, political, cultural, social and economic context in his area;
- Contributes to the regular collection of health and humanitarian data and indicators for its zone, in support of program managers;
- Engages in dialogue and represents SI with all stakeholders in its area and those involved in the response, in accordance with humanitarian principles.
RESOURCE MANAGEMENT
- Under the authority of the Field Coordinator, contributes to monitoring the implementation cycle of each project in the area;
- Monitors indicators, risks and recommendations relating to its base;
- Propose to the Field Coordinator any adjustments needed to ensure the smooth running of the base.
ACCESS AND SAFETY
- Coordinates communication with the authorities to maintain and strengthen the implementation of SI’s response;
- Advises Country Management or Field Coordination on communication, representation and relations with the authorities;
- Supports communication, coordination and awareness-raising work with communities and civil society actors relevant to the organization’s operations;
- Supports operational teams in access work and handling operational issues with authorities and communities;
- Participates in meetings, workshops and other liaison platforms, to help position SI.
INTERNAL COORDINATION AND COMMUNICATION
- Leads internal team coordination;
- Ensures the proper circulation of operational information to the entire base team;
- Ensures smooth communication with field coordination.
COMPLIANCE AND ACCOUNTABILITY
- Checks compliance with procedures throughout his base and scope of responsibility;
- Identifies major compliance breaches and risks;
- Proposes corrective measures to the Field Coordinator and checks their implementation.
MANAGEMENT
- Responsible for the proper implementation of HR policies and processes to ensure that we have both the number of people and the breadth of knowledge required for the activities for which we are responsible:
- Analyses, quantifies and qualifies his team’s human resources needs
- Recruits and ensures the integration of the team under his/her responsibility
- Evaluates the performance of team members
- Trains and supports team members
- Leads and communicates with the team
REPORTING
- Ensures compliance with internal reporting formats and procedures.
INTERNAL CONTROL
- Responsible for the conformity of the documents it produces
FILING & ARCHIVING
- Responsible for filing and archiving documents produced in accordance with internal procedures
FIGHT AGAINST ABUSE
- Creates and actively contributes to a work environment that prevents inappropriate behavior.
- Participates in communicating the existence of SI’s ethical framework.
- Respect at all times the protection of information exchanged in the context of a report and its processing.
- Implements measures to mitigate the risk of abuse
About You
Studies:
- Degree in Administration, Social Sciences or a related field.
Experience:
- 3-4 years of experience in Base Management, Security or any related field.
- Field based and humanitarian experience is required.
Languages:
- A high level of fluency in Amharic is a mandatory requirement for this role
- Other local languages is an asset
- English proficiency is a must.
Skills:
- Security Management: Strong foundational skills in management of security of the areas for the team.
- Context Knowledge: Understanding of local context and string links with authorities.
- Organizational and Time Management Skills: Highly organized to manage multiple tasks across different functions. Ability to prioritize and ensure timely completion of administrative duties, especially in a fast-paced environment.
- Attention to Detail: Accuracy in reporting and security management. Meticulous with documentation, reporting, and follow-up on key topics.
- Technical Proficiency: Skilled in Microsoft Excel. Ability to quickly adapt to new software tools and digital processes.
