PIN currently invites qualified applicants for the position of: MEAL Coordinator for MEAL unit.
Length of Contract: definite until December 31, 2025
Place of Work: – Based in Hawassa with frequent field travel to PIN’s project sites in different regions as required.

Main Duties and Responsibilities
- is responsible for assuring that the quality of the regular monitoring and evaluation tools is up to the donor standards and conducting on-site monitoring in the project locations on regular basics.
- She/he is responsible for the overall monitoring design to be harmonized, S/he is in charge of facilitating and leading of the MEAL & project technical working group: organizing and facilitating regular meetings, compiling notes from the meetings, assuring that the activities and tasks are delivered as per the outlined time frame.
- MEAL coordinator makes sure that the tools used and processes set up are in line with PIN standards and requirements and s/he is a part of PIN existing MEAL team/structure (e.g. attends the monthly planning and review sessions). Together with the PIN MEAL Unit, MEAL coordinator regularly up-dates the existing tools and actively contributes to the development of any new required tools (like Community Assessment tool or/and other Monitoring tools).
- MEAL coordinator is responsible for all MEAL related expected outputs being delivered in time. S/he works closely PIN MEAL Unit to assure that all such outputs are embedded in the project design and strategies, as well as that they are in line with the overall set up of the cooperation and coordination within the overall project structure.
- MEAL coordinator provides an on-going support and guidance to MEAL team involved in the project (from PIN and partner organizations) to assure the overall MEAL strategy is well adopted.
- She/he works closely with project External Evaluation team and provides any necessary support and guidance. S/he provides strategic overview of the implementation of the MEAL tools in frame of high-level meetings (such as one of Project Steering Committee) of People in Need (PIN).
- MEAL coordinator is working closely with PIN´s Safeguarding and community Feedback and Response Mechanisms focal to support effective implementation of the PIN key policies, e. g. Code of Conduct, Conflict of Interest, Child Protection and Safeguarding Policy to be able to identify and mitigate safeguarding risks and ensure that safeguarding measures are solid.
- Manage and oversee the MEAL staff under S/he domain.
MEAL Manager specific tasks are:
MEAL quality management
- Ensure Project MEAL planning, monitoring and evaluation processes meet the donor/ sector standards and comply with external requirements
- Maintain consistency in MEAL processes across all project activities, conducting regular visits to the targeted area
- Lead monitoring and evaluation tools and designs development, e.g. creating monitoring and evaluation frameworks / selection of relevant indicators for the individual activities, in coordination with advisors and program staff, to be used for tracking the progress, using the existing project strategies
- Using data across the project to monitor the quality and overall impact of the interventions in the project targeted area
- Prepares data from implementation for Hops when require
MEAL planning
- In close collaboration with External Evaluator and PIN MEAL Unit prepare project MEAL plan for various surveys and research activities, and evaluations to be undertaken
- Ensure collaboration with partners and gather their inputs and feedback on regular bases (through MEAL Working group meetings / communication and other channels)
- Prepare and maintain monitoring plan for the given project, keeps the written evidence from conducted monitoring, its findings and action points and share those with PIN MEAL Unit, programs and partners
- Provide technical support to the partners during project M&E planning, including guidance on developing the indicators and measuring results, development of M&E tools and methodologies for the overall project as well as individual outputs
Implementation and reporting
- Provide regular technical support in routine and results-based monitoring to the partners, including support in meaningful reporting on indicators, if required
- Maintain regular communication with MEAL officers from partners ´organizations to provide ongoing support and assistance
- Lead/participate the MEAL technical Working Group on its ToR, incl. calling and facilitating regular meetings, taking notes from the meetings and preparing and sharing detailed time frame for the MEAL related activities + up-dating the ToR, if needed
- Participate in community outreach meetings to introduce project activities, targeting, CFRM channels, if required
- Conducting surveys or other data collection activities (observations, FGDs), when required
- Conduct independent monitoring of project activities as per the project MEAL Strategy and Framework
- Conduct data analysis or support project teams in data analysis and reporting
- Analyze data across the project to see the impact on communities and project beneficiaries
- Prepare all relevant MEAL reports (assessment, baseline, midterm, and end line) timely and guide the program team to practice result-based management.
- Engauge in management of consultants and Research partners (especially External Evaluator) to ensure that commissioned researches and evaluations are carried out to the standard and successfully completed Provide technical support to the partners MEAL officers in evaluations and other research activities, incl. engaging in ToR preparation, selection of consultants, review of evaluation design and data collection methodology, data analysis, involvement of stakeholders and dissemination plan
- Engauge in preparation / Examine the Evaluation / Research draft reports and finalizes based on the inputs
Accountability, dissemination and use of findings
- Facilitate discussion on the most important findings and recommendations
- Facilitate dissemination of MEAL findings across the projects
- Prepare data for MEAL unit manager for qualified decisions over the project strategies
Organizational learning and capacity building
- Maintain overview of lessons learnt in MEAL, promote good practices and identify ways to strengthen the planning, monitoring and evaluation processes within the project
- Prepare presentation of the evaluation / other meal activities findings for internal sharing and a brief fact sheet for external use
- Ensure archiving of the MEAL documents in Share Point / ELO in line with GDPR policy
- Identify MEAL capacity development needs of MEAL and project staff, provide MELA training to project staff or facilitate external training if needed
Dealing with Problems/Problem solution
- Develop and implement new methodologies for improving the overall projects MEAL system
- Identify weaknesses in MEAL practice and develop targeted solutions alongside the identification and promotion of high-quality evaluation practice
- Strongly cooperate with Program team on problem solutions
- Regularly participate on project review sessions / other meetings and support project teams in finding solutions for implementation
Communications and Working Relationships
- Collaborate with the other MEAL teams and other relevant personnel (e.g. project and program managers) across the MEAL framework development and practices when required
- Proactively seek and promote best practice as part of monitoring, evaluation and program effectiveness practice
ACCOUNCOUNTABILITY AND SAFEGUARDING including Prevention of Sexual Exploitation, Abuse and Harassment (SEAH)
- Carry out the duties in accordance with the PIN Code of Conduct and Key policies.
- Participate in training and awareness raising (CoC and KP, Safeguarding…).
- Implement Safeguarding measures throughout the project cycle including a risk analysis related to SEAH and Child protection for each project and develop a mitigation plan accordingly.
- Ensure that his/her team members attend training and awareness sessions and carry out the duties in accordance with PIN Code of Conduct and Key policies.
- Ensure that due diligence and/or capacity assessments of partners include an assessment of partners’ implementation of key safeguarding and risk policies/ procedure including the prevention of SEAH.
- Create and maintain a fulfilling and protective environment.
General obligations and responsibilities
The Employee is obligated not to purvey any information concerning any of PIN activities to outsiders (including former PIN employees, who may no more be informed about current process in PIN).

Qualifications and requirements:
- Minimum Bachelor degree in Social Science, development study, economics, statistics and related fields of studies.
- Minimum 2 to 5 years of MEAL experience in management level
- Experience in consortium MEAL and on similar position (MEAL team management background is perfrred)
- Experience in developing multisectoral project M& E plans, training staff, capacity building quantitative and qualitative data collection, analysis and reporting and other aspects of M&E.
- Culturally sensitive, the ability to work in teams/ isolated situation and stressful environments and under pressure of meeting deadlines.
- Knowledge about core humanitarian standards
- Previous working experience in the INGO environment
- Computer friendly (Word, excel, power point, outlook etc)
- knowledge of spoken & written Amharic and English.
