Job Description
Overall implementation and monitoring of the Ethiopia-RA1 activities on economic empowerment of women return migrant from the GCC countries and coordination of working group activities in Ethiopia.

Labour migration to the GCC remains prevalent, with dramatic increases in the number of African workers over recent years. In Ethiopia, the Ministry of Labour and Social Affairs reported that between 2008/9 and 2012/13, the regions of Oromia, Amhara, and Addis Ababa alone contributed 316,064 legal migrants to the Gulf, of whom 94%—297,512—were female domestic workers (Kefale and Zerihun 2015; ILO, 2019). The number of women migrating through irregular routes is estimated to be at least double this figure. The top destination countries include Saudi Arabia, United Arab Emirates, Kuwait, Lebanon, and Sudan, which also serves as a transit country (Atong et al. 2018).
However, return migrant women often face reintegration challenges, including limited access to finance, inadequate business skills, psychosocial distress, and social stigma. These barriers hinder their capacity to establish sustainable income-generating activities, which perpetuate cycles of vulnerability and marginalization. Economic empowerment through financial inclusion offers a promising avenue to facilitate access to savings, credit, and business development services.
The project “International Migration in Africa: Shaping a Positive Narrative and Removing Barriers to Mobility” aims to address migration-related challenges across Africa. The project aligns with broader African Union migration policy framework (MPFA) and regional efforts to address migration-related vulnerabilities, empower women economically, and foster inclusive development. The result area 1 of this project seeks to promote economic empowerment of migrant women: by supporting migrant women’s engagement in economic activities in 3 selected countries in Africa (Kenya, Ethiopia and Uganda).
2. DUTIES AND RESPONSIBILITIES/SCOPE OF WORK
The consultant will work under the supervision of the chief of gender equality and women’s empowerment in the Gender, Poverty, and Social Policy Division and with partners at the African Union Commission. The consultant will report directly to the chief of gender equality and women’s empowerment and deliver output as specified in this ToR. The consultant will play a role of national migration focal point for Ethiopia. Specific duties and tasks include. Module adaptation and training
• Collaborate with the national implementing partner in Ethiopia to ensure appropriate training for return migrant women are conducted and establishing accurate indicators for the project with selected partner(s).
• Facilitate the customization of training initiatives based on the specific needs and priorities of the target population, including sustainable market potential, strategic entry points in identified markets, employment opportunities, and the capacity of local service providers and duty bearers involved in entrepreneurship, business development, and employment creation.
• Assist in capacity-building efforts for women returnees, empowering them to establish decent and sustainable livelihoods through tailored training and resources.
• Assist in securing accreditation for the training manual tailored for returnee women, ensuring that the content meets relevant standards and is effective in addressing the needs of the target population. Knowledge management
• Aid in the documentation of key successes return migrant women in business and micro-enterprises in Ethiopia Policy engagement
• Organize and facilitate national policy dialogues aimed at integrating the needs of women return migrants within national frameworks. This includes planning and preparing agendas, concept notes, discussion materials, and participant lists to ensure productive discussions.
• Serve as the national coordinator for the project working group, ensuring effective collaboration among stakeholders and the implementation of strategies aimed at empowering returnee migrant women.
• Assist in the documentation and final selection of implementing partners for Ethiopia. Ensure that financial transfers are conducted smoothly and in line with ECA financial rules and polices.
• Ensure that all documentation, including policy briefs and recommendations is widely disseminated to inform ongoing and future work in the country.
• Assist in establishing new partnerships for return migrant women reintegration Program management support
• Provides periodic progress reports on the programmes/projects’ implementation.
• Review, prepare and provide inputs to relevant documents and reports related to the project.
• Identifies resource needs and lead in resource mobilization.
• Coordinate activities related to budget and funding as necessary (programme/project preparation and submissions, contracts such as Letter of Agreements, Memorandum of Understanding, reports &financial statements) and prepare related documents/reports (pledging, work programme, programme budget, progress reports).
• Provide substantive/technical support to the Office to research, analyse and present information gathered from diverse sources.
• Undertake survey initiatives; design data collection tools as well as review, analyse and interpret responses
• Organize & prepare various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
• Perform any other duties assigned by the Chief
- An advanced university degree (Master’s degree or equivalent ) in social sciences, population dynamics/migration, international development, or in a suitable relevant fields is required.
- A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
- Experience in migration-related issues and policy, with knowledge of global and regional migration frameworks, particularly within the African context, is essential.
- The consultant should demonstrate excellent analytical, research, and writing skills, as well as strong communication abilities.
- The consultant must possess the capacity to work collaboratively with partners, take initiative in moving complex processes forward, manage multiple priorities simultaneously, work effectively under pressure, and meet deadlines.
- Proficiency in relevant software and computer applications is required.
- Fluency in written and spoken English is mandatory for this assignment. Fluency in Amharic will be added advantage.
- English and French are the working language of the United Nations.
- Fluency in oral and written English is required.
- Knowledge of local languages spoken in respective countries, one more or several other UN working languages is an added advantage.
