GENERAL MISSION
The Technical Field Manager (TFM) is a senior operational and technical role responsible for direct planning, implementation, supervision, and quality control of all Armed Violence Reduction (AVR) field activities in Ethiopia, including Land Release (NTS, TS, Clearance/EOD), Explosive Ordnance Risk Education (EORE), and support to Victim Assistance (VA). As a core member of the AVR leadership team, the TFM reports to the Chief of Operations and ensures safe, compliant, and impactful field operations in alignment with IMAS, HI SOPs, and donor and national authority requirements. The TFM is also responsible for mentoring and developing national TFMs and operational staff, contributing to the localization strategy and continuous capacity strengthening of HI and partner teams.

MISSIONS / RESPONSIBILITIES (but not limited to):
Mission 1: Operational Leadership and Task Management
- Plan, manage, and supervise the safe execution of field operations (NTS, TS, Clearance/EOD) per task orders, priorities, and operational capacity.
- Ensure technical compliance with IMAS, HI SOPs, and national regulations, and apply all reasonable effort and risk mitigation principles.
- Coordinate the daily, weekly, and monthly deployment of MTTs and other field assets.
- Lead the integration of EORE into operational activities and ensure referral linkages for VA.
- Ensure medical evacuation procedures and CASEVAC readiness are in place and rehearsed.
Mission 2: Technical Oversight and Quality Assurance
- Conduct regular field visits to supervise operations, assess performance, and enforce QA/QC standards.
- Approve technical approaches for land classification, marking, clearance techniques, and hazard area reduction.
- Contribute to the review and updating of SOPs and technical documentation.
- Investigate and document any instances of non-compliance, accidents, or near-miss incidents.
Mission 3: Capacity Building and Mentorship
- Mentor and support Team Leaders and field staff in technical skills, task planning, and field leadership.
- Contribute to the nationalization of TFM roles and capacity-building framework.
- Support the development and delivery of technical training, including EORE, NTS, Clearance, and supervisory courses.
- Provide coaching and practical evaluation to operational staff.
Mission 4: Strategic Contribution and Programme Support
- Provide technical input to operational strategy, workplans, and donor reporting.
- Assist in proposal design and operational planning for new grants and extensions.
- Represent HI in technical forums and coordination with EMAO, UNMAS, and partners at field level.
- Support emergency response tasking and rapid deployment mechanisms.
Mission 5: Information Management and Reporting
- Oversee the accuracy of task documentation, IMSMA reports, maps, and clearance records.
- Work with the IM Manager to ensure timely reporting and use of digital systems.
- Ensure lessons learned and best practices are captured and shared.
Mission 6: Grant Management and Resource Oversight
- Contribute to the preparation of donor reports and project reviews, including the collection and validation of operational data of those areas covered by him/her.
- Represent the programme during donor or coordination meetings when tasked by the Chief of Operations.
- Monitor and manage assigned budget lines under the TFM’s responsibility, ensuring resource efficiency and compliance.
- Oversee the field-level management of assets, equipment, and consumables under the TFM’s portfolio.
- Ensure proper maintenance and timely supply of operational and safety equipment in coordination with logistics and supply chain teams.
About You
PROFILE
Education & Certifications:
- Advanced EOD qualification issued by a recognised military agency or IMAS EOD Level 3 qualification (required) with Humanitarian IEDD qualification (desirable).
- A Master’s Degree in humanitarian affairs, security studies, engineering, or a closely related field (required for civilian applicants).
- Completion of advanced military studies from a recognized military institution, with a minimum of 10 years of active service, including progressive responsibility in relevant operational or command roles (required for military profiles).
OR
Experience:
- At least 8 years of progressive HMA experience, including direct oversight of field operations.
- Demonstrated experience in leading HMA programmes, specifically clearance/EOD teams, NTS, and EORE operations.
- Previous work in complex, high-risk, or post-conflict environments, ideally in East Africa.
- Experience training and mentoring national staff and promoting localization.
- Proven track record in QA/QC and operational compliance.
- Demonstrated experience with GIS tools and information management systems.
- Strong background as a mentor and trainer in mine action technical disciplines.
Skills:
- Strong leadership and problem-solving abilities in dynamic environments.
- Strong administration and organizational ability.
- Proficiency in operational planning, team supervision, and technical compliance.
- Excellent communication and intercultural management skills.
- A high degree of computer literacy is required on Microsoft Office, and user proficiency on ArcGIS and Survey123, and AI-supported operations (asset).
- Excellent command of the most common methodologies to identify, assess, and monitor activities, with proven record of achievements.
- Basic blast/trauma first aid and radio communication skills.
- Full driving license (manual).
