Who We Are
Girl Effect is an international non-profit organization dedicated to addressing challenges faced by adolescent girls and youth in Ethiopia. Operating in the country since 2013, the organization leverages Social and Behavior Change (SBC) strategies, combining media and on-the-ground interventions to tackle various societal issues and empower young people. Girl Effect Ethiopia created the youth brand Yegna in 2014 and since then has reached over 10 million people through multiple products, outreach programs, girl networks, and research pieces done all for the betterment of adolescent lives.
We create safe spaces for girls, sharing facts and answering questions about health, nutrition, education, relationships, etc. And we use innovative technology so we can reach girls at scale. We arm girls with the skills to negotiate and redefine what they are told is possible, so every girl can choose to be in control of her body, her health, her learning and livelihood.
When a girl unlocks her power to make different choices that change her life, it inspires others to do so too. She starts a ripple effect that impacts her family, community, and country.
That’s the Girl Effect.
Background
Currently, Girl Effect Ethiopia has established and instituted its financial management and reporting function based on the Generally Accounting Procedures (GAAP). However, Girl Effect Ethiopia is also looking into complying with and adopting International Public-Sector Accounting Standards (IPSAS) to prepare the financial statements for accounting periods beginning from November 01, 2019, onwards. As the implementation of IPSAS is new, it is important to get the right accounting treatment to minimize the risk of non-compliance with IPSAS requirements and to update the organization’s accounting and other relevant policies to reflect the changes required in the new standard.
What we are looking for
Girl Effect Ethiopia invites potential candidates or consultancy firms to conduct the adoption of IPSAS as part of implementing the standards for financial reporting. The outputs must match quality standards. The text of the strategies and the training materials should be illustrated as appropriate, with graphics. The final deliverable of the updated policy documents for the Financial and Accounting Procedure Manual, and the training materials for the adoption of IPSAS training, along with IPSAS converted financial statements and all other relevant attachments, is expected to be submitted on the 30th of November 2025.
Expected Deliverables
- Diagnostic Study and gap analysis between the existing framework & IPSAS, and impact analysis or develop a roadmap for accrual basis IPSAS implementation.
- Design Processes/System Changes software, policy, processes, and other required changes as deemed necessary.
- Generation of IPSAS Financial Reports including Disclosures.
- Validation of IPSAS Financial Reports and Assistance during Review.
- Provide capacity-building training to Girl Effect Ethiopia finance staff on IPSAS and the Government of Ethiopia financial reporting proclamation so that they will be able to comply with all standard provisions, reporting requirements, reporting schedules, and documentation in the forthcoming reporting periods.
Expected Commitment
- Duration: Oct 1, 2025 – Nov 30, 2025
Location
The firm or consultant will need to be based in Addis Ababa, Ethiopia and will be given access to the relevant information necessary for the execution of the tasks under this assignment.
Management
The firm/Consultant will have a primary point of contact with GE’s Senior Finance Manager.

Proposal Submission
Interested firms should submit a maximum 10-page proposal that includes the following:
- Qualification and experience of the firm/individual
- The consultancy firm will ideally be conducted by a team of professional consultants, who are expected to demonstrate strong credentials in IPSAS implementation in International Non-Governmental Organizations with experience of 5 years.
- The firm should consist of at least one chief consultant or senior-level professional expert/expert knowledge on IPSAS with a minimum of 5 years of experience in the areas of audit, accounting, etc.
- Consultancy firm working on IPSAS implementation for International Non-Governmental Organizations is advantageous.
- Approach for undertaking this Assignment underpinned by a demonstration of value for money
- Previous experience in a similar assignment
- Renewed Professional License
- Renewed Trade License for the current year
- Taxpayers’ identification number and/or VAT registration as may be appropriate
- At least 3 references
- A financial budget in (ETB) and a work plan. N.B. The technical and financial proposals will need to be submitted as separate documents.
- All applicable taxes must be itemized separately
In their application, the candidate/Firm must demonstrate an understanding of the requirements described in the TOR and demonstrate how the applicant will meet the requirements of the programme.

VALIDITY of the proposal shall be for 90 days from the date of bid closure.
