ORGANIZATIONAL OVERVIEW
The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2011, is the constitutionally mandated body to conduct elections, organize referendum and regulate political parties in Ethiopia. NEBE is working to boost its’ institutional strength with a special focus on enhancement of human resource capacity. Accordingly, NEBE would like to invite applicants for Election Operation Advisor position who meet the following requirements.

Job Summary
Election Operation Advisor is a key senior leadership role responsible for providing strategic expert advice to the Chairperson on all operational matters within the National Electoral Board of Ethiopia (NEBE). This role involves guiding and supporting the development and implementation of operational policies, procedures, and strategies to enhance the efficiency and effectiveness of NEBE’s electoral activities. The Operations Advisor plays a critical role in ensuring that electoral planning, logistics, and resource management align with the organization’s objectives.
Duties and responsibilities
Primary responsibilities of the Operations Advisor:
- Providing strategic expert advice to the Chairperson on operational matters, including approval of election planning, logistics and resource management.
- Assisting in the development and implementation of operational policies and procedures to enhance the efficiency of NEBE’s electoral activities.
- Monitoring operational processes and identifying areas for improvement to streamline electoral operations.
Election Planning and Logistics
- Oversee and approve election plans and logistics for various electoral processes.
Resource Management
- Oversee the appropriateness and approve budget planning, resource allocation, procurement and allocation of election materials.
Capacity Building and Training
- Provide training and capacity-building opportunities for the NEBE staff involved in operational activities to enhance their skills and knowledge.
Risk Management and Contingency Planning
- Regularly identify potential operational risks and develop contingency plans to address challenges.
Collaboration and Stakeholder Engagement
- Collaborate with other NEBE’s departments, regional offices and external stakeholders to ensure smooth and successful operational activities.
Ethical Guidelines
- Reinforce ethical principles, including integrity, impartiality and accountability, in all actions and decisions of the election process.
Communication, Reporting and Conflict Resolution
- Establish communication channels and reporting mechanisms within the Chairperson’s Office and with other relevant operational units for effective coordination.
- Resolves conflicts or challenges related to operational matters.
Continuous Improvement
- Encourage a culture of continuous improvement, innovation and learning within the operational activities of the NEBE.
- Any other duties as assigned by your line manager
About You
Education and Work Experience:
- MA degree or PHD in Management, Economics, Project Management, Business administration or public administration and other related fields.
- 9 years for Masters or 7 years for PHD (4 years in leadership position)
Know-How (Skills) (Technical competencies):
- Strong analytical and strategic thinking abilities.
- Excellent communication and interpersonal skills.
- Proficiency in operational planning and logistics.
- Budget management expertise.
