Ethiopia is in the midst of a far-reaching economic transformation. As part of its Homegrown Economic Reform Agenda, the Government is committed to strengthening domestic resource mobilization, enhancing customs and tax systems, and aligning national standards with international best practices. Yet, despite this momentum, regulatory and administrative hurdles continue to limit the growth potential of domestic firms and deter private sector investment—especially in productive sectors.

As part of the next programme phase, the incoming “Improving and Modernizing Private Sector Aligned Customs and Tax in Ethiopia“ (IMPACT-E) component will be embedded within PSD-E. Its work aims to improve Ethiopia’s tax administration, accounting standards and customs administration with a focus on ease of doing business. IMPACT-E will launch in October 2025 and run for 48 months.

The specific objective of IMPACT-E in the area of taxation is to modernise the tax administration and to strengthen overall (tax) audit standards to support Ethiopia‘s transition to a robust and equitable economic framework. Across the three outputs focussing on taxation, the action areas are:

  • Tax audit procedures and tools
  • Tax administration procedures and tools (including harmonisation across federal and regional tax authorities)
  • Tax dispute procedures

GIZ is seeking an Advisor Tax Administration with national expertise. The role will be placed in the GIZ PSD-E office and focus on the project’s implementation of the three taxation outputs.

In this role, you will work in close collaboration with national institutions and international partners and report directly to the (incoming) Component Manager of IMPACT-E. You will help shape and implement innovative solutions that reduce bottlenecks, build institutional capacity, and create a more transparent and efficient tax administration that fosters private sector growth.

Description

1. Tax Administration Reform Advisory

  • Provide advisory on tax administration reforms to the Ethiopian Ministry of Revenue (MoR) to strengthen and build their capacity in respect of enhancing transparent, proactive and accountable domestic tax administration systems
  • Contribute to strategic planning and legal framework reform related to tax policy reforms and revenue administration modernization.
  • Provide expert advice to MoR senior leadership within the MoR and the IMPACT-E project team to ensure alignment with national reform goals.
  • Monitor legislative and regulatory developments, assess their implications, and propose appropriate measures.
  • Prepare policy briefs, progress reports, and presentations for internal and external stakeholders.
  • Strengthening institutional capacity through improved data management, operational procedures, and internal processes.
  • Support the upgrading and modernizing of procedures used for tax audits, including IT-supported tools
  • Support the upgrade of procedures, tools and coordination mechanisms of tax-related dispute settlement institutions
  • Support inter-agency coordination and promote the adoption of digital tools and technologies across Ethiopia’s national and regional tax administrations
  • Support aligning Ethiopia’s tax system with international and regional tax frameworks (e.g. UN, ATAF, G20/OECD)
  • Collaborate closely with the PSD-E & IMPACT-E team to ensure coherence with overall project objectives and MoR priorities.
  • Foster strong relationships with public and private sector stakeholders to advance reform and digital transformation efforts.
  • Cover all aspects of a results-oriented project management cycle (including ToR development, contract management, project monitoring and reporting)

2. Institutional Strengthening and Capacity Development

About You

Qualifications

  • Postgraduate degree (master’s level or equivalent) in economics, international trade, public finance, customs administration, law, or public policy
  • A specialization in public financial management (PFM), tax policy or tax advisory (e.g. chartered tax accountant qualification, TADAT certification)

Professional experience and technical knowledge

  • Work experience of at least 10 years of working in (or with) tax administrations, revenue authorities and/or finance ministries
  • Proven experience in advising government institutions on tax policy reforms
  • Familiarity with international (e.g. G20/OECD, UN) and regional tax frameworks (e.g. ATAF, AU)
  • Experience with capacity development, training design or institutional strengthening initiatives.
  • Practical experience in review and improve existing risk-based audit procedures and guidelines.
  • Experience with capacity development, training design, or institutional strengthening initiatives.
  • Strong knowledge of digital transformation in tax administration
  • Sound understanding of procedures and policies for taxing the digital economy
  • Ability to interpret legal and regulatory frameworks and contribute to their reform and harmonization.
  • Familiarity with project cycle management, monitoring and results-based reporting.
  • Excellent command of both English and Amharic (spoken and written)
  • Proficiency in standard IT applications (MS Office) and digital collaboration tools
