Job Description
Background
The Ethiopian Center for Disability and Development (ECDD) is a non-governmental, non-partisan, and non-profit organization. ECDD is committed to promoting the rights and opportunities of persons with disabilities through policy advocacy and the mainstreaming of disability inclusion in service delivery, development programs, and humanitarian actions, in partnership with other organizations. Established in 2005, ECDD is dedicated to fostering disability disability-inclusive Ethiopia where persons with disabilities in all their diversities exercise their human rights and have access to mainstream services and opportunities on an equal basis with others.
ECDD has signed an agreement with the Italian Agency for Development Cooperation (AICS) and Christian Blind Mission (CBM) to implement the RISE Project, aimed at enhancing employment inclusion for persons with disabilities through vocational skills development and inclusive training-employment linkages in Ethiopia. To ensure quality programming, accountability, learning, and impact measurement, ECDD seeks to recruit a Monitoring, Evaluation and Learning (MEL) Coordinator, based in Addis Ababa. The MEL Coordinator will primarily oversee the RISE project’s MEL system while also contributing to ECDD’s overall MEL operations and strategic planning.
2. Purpose of the Position
The MEL Coordinator will be responsible for developing, managing, and implementing monitoring, evaluation, accountability, and learning systems for the RISE Project, while strengthening ECDD’s organizational MEL capacity. The role ensures effective tracking of project results, promotes evidence-based decision-making, documents learning, and supports adaptive management across ECDD programs.
Key Responsibilities
Monitoring & Evaluation
- Develop and update project MEL frameworks, ToC, log-frames, results frameworks, and indicators in alignment with donor and ECDD requirements.
- Lead the design and application of data collection tools, methodologies, and digital platforms (e.g., KoboToolbox).
- Ensure disability-disaggregated and gender-disaggregated data collection, analysis, and reporting.
- Regularly track project progress against indicators and targets, and produce consolidated performance monitoring reports.
- Ensure programmatic results are well-aligned with ECDD’s 2025–2030 Strategic Plan, ensuring consistency with the organization’s overall strategic objectives and goals.
- Ensure accurate and timely preparation of weekly, monthly, quarterly, and annual program and financial reports, and facilitate monthly review meetings within ECDD.
- Prepare a comprehensive M&E plan and coordinate joint monitoring visits to project areas involving stakeholders, the ECDD Management Team, and the ECDD Board of Directors (BoDs).
- Lead baseline, mid-line, and end-line surveys, evaluations, and outcome harvesting exercises.
- Ensure quality assurance of all MEL data and processes.
- Ensure that all data collected and reported is accurate, reliable, and consistent with established standards.
- Ensure that all documentation related to the project is compliant with organizational policies and donor requirements
- Ensure that documents are properly archived and retained for the required period, as well as provide access to documents for audits or evaluations.
Learning & Knowledge Management
- Facilitate learning reviews, reflection sessions, and after-action reviews with project teams and partners.
- Document best practices, success stories, and lessons learned for internal learning and external communication.
- Support adaptive management by providing timely MEL findings to program and management teams.
- Promote organizational learning and knowledge-sharing platforms.
Accountability
- Establish and manage beneficiary feedback and complaints response mechanisms.
- Ensure that accountability principles and safeguarding standards are integrated into all project MEL systems.
Capacity Building
- Train and mentor MEL staff, project staff, implementing partners, and stakeholders on MEL tools and processes.
- Build MEL capacity within the organization.
Reporting & Coordination
- Consolidate donor reports with evidence-based results and success indicators.
- Coordinate the preparation of quarterly and annual project performance reports for government signatory bodies, ECDD Board of Directors and General Assembly.
- Support project teams in reporting, learning, and accountability.
- Support project proposal development by providing input on MEL design, indicators, and results frameworks.
About You
Required Qualifications and Experience
- Master’s degree in Monitoring & Evaluation, Project Management, Statistics, Social Sciences, Development Studies, or related field.
- Minimum of 7 years (MA) of progressive experience in MEL for development and/or humanitarian projects, preferably in disability-inclusive programming.
- Proven experience in quantitative and qualitative research methods, survey design, and data analysis.
- Proficiency in MEL software/tools (KoboToolbox, SurveyCTO, DHIS2, SPSS, STATA, or Excel).
- Strong analytical, writing, and presentation skills.
- Proven ability to manage diverse teams and coordinate with donors and government stakeholders.
- Knowledge of disability inclusion, rights-based approaches, and gender mainstreaming.
- Proven computer skills for effectively using email software, MS Word, Excel, PowerPoint, and Outlook
- Strong leadership, facilitation, and coordination skills.
- Fluency in English and Amharic; knowledge of additional Ethiopian languages is an asset.
