1. Background
As part of Ethiopia’s national efforts to accelerate progress toward Sustainable Development Goal 3 (SDG-3), a high-level Stakeholder Engagement and Problem-Solving Workshop will be conducted. The workshop will convene diverse actors—including government, donors, for-profit bodies, civil society, academia, health workers, and community representatives—to:
- Identify critical bottlenecks in the health system
- Facilitate root cause analysis
- Propose strategic, actionable solutions to improve RMNCAH outcomes in line with SDG-3 targets
Phase 1 of this work included evidence gathering and subnational consultations. The upcoming workshop builds on this foundation to enable solution-oriented dialogue, focusing on maternal, newborn, child, and adolescent health through a systems lens.
2. Purpose of the Role
Thematic Root Cause Analysis Facilitators will:
- Lead structured discussions within thematic breakout groups
- Guide stakeholders in identifying root causes and constraints
- Support the development of consensus-based, realistic, and evidence-informed solutions
- Document and synthesize outputs for final reporting
3. Key Responsibilities
Preparatory Phase
- Review background documents, Phase 1 findings, and stakeholder input
- Participate in planning meetings with the coordination team and thematic leads
- Contribute to refining the facilitation agenda and tools (e.g., RCA templates, problem trees, solution maps)
Facilitation Phase
- Lead breakout sessions during a 5-day thematic workshop covering:
- Service delivery and model of care
- Human resources for health
- Governance and leadership
- Infrastructure, supplies, drugs, and technologies
- Community engagement, and PHEM
- Use structured methods: Root Cause Analysis (RCA), scenario planning, cluster analysis
- Ensure inclusive participation and actionable discussions
Documentation and Reporting
- Capture discussion highlights, constraint clusters, and root causes
- Support rapporteurs and writers in preparing high-quality session summaries
- Contribute to the final synthesis report: “Key Constraints and Strategic Solutions for Accelerating SDG-3 Progress”
- Participate in a post-workshop debrief and learning session
4. Deliverables
- Inception Report: Workshop facilitation tools and thematic session plans (pre-workshop)
- Structured documentation outputs including:
- Root cause trees
- Constraint clusters
- Prioritized, actionable solutions
- Contributions to the final workshop synthesis report
- Participation in a debrief and lessons-learned meeting

6. Evaluation Criteria
6.1. Technical Evaluation (70%)

Bidders must submit a separate cost estimate. The budget section must be in Ethiopian Birr and the price quoted must be in lumpsum.

7. Logistics
- Amref Health Africa in Ethiopia will no provide computers, copying, printing, telephone and vehicle services, but provide office space for continuously discussions, facilities for the presentation of results to be made Payment
8. Payment
The payment for the consultancy work shall be made in two phases according to the following schedule.
- The first payment of 25%- will be paid after completing the preparatory phase.
- The second payment of 25% -of the total agreed amount will be paid after the facilitation process completed
- The Final payment – 50% of the total agreed contractual amount shall be after Documentation and Reporting Phase
About You
Required Qualifications and Experience
- Advanced degree in Public Health, Health Policy, Development, or Social Sciences
- At least 7 years of experience facilitating strategic planning or multi-stakeholder workshops in health or development
- Proven application of RCA or problem-solving methodologies
- Knowledge of SDG-3 and health system priorities in Ethiopia or comparable contexts
- Excellent communication, facilitation, and writing skills in English (Amharic an asset)
Eligibility Requirements and Technical Specifications
Any interested bidder, shall provide, in its submission in response to this TOR, sufficient documentary evidence of adherence to the eligibility and minimum qualification criteria detailed below. Amref Health Africa will assess the documents submitted by the applicants in response to this TOR;
