Call for Consultancy Service

Terms of Reference (TOR) for Policy Analysis and Identify Barriers to CSOs Engagement and Participation in Ethiopia (Central Ethiopia, Southern Ethiopia and Tigray Regional States), and Addis Ababa City Administration

Background and purpose of the programme

Christian Aid has begun implementing a programme entitled “Strengthening Capacities, Independence and Credibility of Local and Grassroots CSOs as Actors of Good Governance and Development in Ethiopia” (referred the “EU CSF Plus”) for a period of four years in collaboration with three Ethiopian national co-beneficiaries: Civil Society Resource Centre (CSRC); Ethiopian Civil Society Organisations Forum (ECSF); and Chura Abugida Artistic Association (CAAA). The programme will be implemented in three regional states including Central Ethiopia Region, Southern Ethiopia Region and Tigray, and Addis Ababa city administration.

The action will directly target 60 local and grassroots CSOs through direct granting, and other networks across the four operational areas with the provision of tailored capacity building to enable them implement locally led initiatives responding to call priorities.

Objectives of the baseline

Overall objective

The overall objective of the policy analysis is to identify the barriers which hinder local and grassroots CSOs engagement on citizen participation, human rights, social development and good governance activities for each implementation regions and thereby informing risk management, adaptive measures, and continuity planning.

Specific objectives

Specific Objective: the specific objectives of the assignment are (but not limited to),

  • Assess the current political economy landscape affecting local and grassroot CSOs.
  • Identify specific regulatory, financial, and operational barriers faced by CSOs at all levels.
  • Identify specific Gender, Inclusion and Power barriers faced by CSOs at all levels.
  • Map out the Gender Inclusion, Power and Politics dynamics (barriers and opportunities) and evaluate the impact of these barriers and opportunities on the effectiveness and sustainability of CSOs.
  • Provide actionable recommendations to enhance CSO roles in promoting citizen participation, human rights, social development, and good governance.
  • Identify and map out key current and emerging policies that will impact upon the effectiveness of civil society and the operations of civic space.
  • Provide recommendations for key policy issues relevant to Civil Society Strengthening grant calls.

Expected Outputs

The following outputs are expected from the assessment team over the course of the assignment:

  • A comprehensive inception report detailing methodology, work plan, and analytical framework not more than 15 pages excluding annexes. Christian Aid through the project team will review/comment and endorse the inception report as appropriate for the Consultant to commence the next stage of activities.
  • Draft report presenting preliminary findings and analysis, not more than 40 pages excluding annexes. The report will be written in English. The draft version will be first reviewed and commented by Christian Aid and the project team before presenting it to the final validation workshop of key stakeholders. Likewise, the final version will incorporate feedback solicited from the Client as well as from the final validation workshop.
  • Presentation of findings and recommendations to stakeholders in validation workshops and regional validation workshop reports.
  • Final report including comprehensive policy analysis, identified barriers, and strategic recommendations.
  • Summary policy briefs for advocacy and programming identifying key areas for the CSF+ programme to focus on, summarizing key findings and recommendations for various stakeholders.
  • Documentation of stakeholder engagements and workshop proceedings ensuring federal and regional differences are noted.
  • Recommendations for thematic grant calls related to civil society strengthening.

About You

Expected Profile of the lead Consultant

Qualification and Expertise Required

The Firm needs to have experienced development professionals who understand the civil society landscape in Ethiopia and have a demonstrative experience on policy analysis, in the three target regions (South Ethiopia, Central Ethiopia and Tigray regions) and Addis Ababa where the programme will be operating, as well as at a national level. We also require the firm and its team to have prior experience of undertaking baseline assessments on policy analysis, civil society capacity development, governance, and human rights-based approach projects. In addition to this, they must have prior experience of working on thematic assessment related to the EU CSF Plus programme and should be skilled in developing tools, data gathering, conducting surveys, running focus group discussions, and interviews to gather the required information for policy analysis.

The team needs to be available in the period July-August 2025.

ESSENTIAL

The consulting firm’s team members should at least possess.

  • Master’s degree in social science, (Law, Human Rights, Sociology, Economics, Demography, Management, Development Studies, Project Management, Political Sciences or other relevant field. Specific training and certification in Policy Analysis related to Civil Society Landscape, Context, and Thematic Analysis.
  • The consulting team members should have a minimum of 10 years’ experience managing surveys of similar scale such as programme strategy development, design and evaluations and must have demonstrated experience with policy analysis and operational barriers faced by CSOs with demonstrated knowledge and experience on Civil Society Organizations strengthening programme and understanding on strengthening capacities, independence and credibility of local and gross roots CSOs as actors of good governance in Ethiopia and other relevant frameworks.
  • Have proven experience in conducting analysis of the current power dynamics and interactions between the key actors including civil society and government institutions, as well as mapping gender and inclusion issues, and detailing the vulnerable and marginalized communities in each targeted region and analysis of policy issues.
  • Strong knowledge of the civil society organization policy framework, standard protocols and guidelines of the country.
  • Excellent understanding of Ethiopian policies, structures and systems related to civil society organization.
  • Have excellent proven written/ spoken Amharic, English and other local language/s.
  • Registered, have license on consultancy service in Ethiopia.
  • CVs of all consultants involved in the work and eligibility and financial records of the consultant.
  • Consulting firm should have a minimum of 2 (two) years of experience and all the necessary legal documents, including a valid trade license, registration certificate, TIN certificate, VAT registration certificate etc.

DESIRABLE

  • The lead consultant must have excellent inter-personal skills and demonstrated ability to engage at various levels including local communities.
  • Plans, supervises and manages the entire survey with the assistance of the field and data managers.
  • Community mobilisation, safeguarding concept
  • Strong capacity and experience in planning and organizing survey logistics.
  • Demonstrated ability to work in a multi-cultural environment and ability to establish good and effective relationships with national partners
  • Knowledge on issues of safeguarding including knowledge on prevention of sexual exploitation and abuse (PSEA), criminal records checks and references.
  • Prior knowledge of policy analysis in the targeted regions where the programme is designed to be implemented.
  • Consultant choses how, when, and where the work is done, the completion date is agreed between the consultant and Christian aid.
  • Willingness to accept unsatisfactory work corrected at the expense of the consultant.
  • Responsible for their own tax and social security or welfare payments.
  • Responsible for submitting tax return of earning to the relevant tax authority.
  • Knowledge of local language of the programme implementation regions is a plus.

The proposal should include a paragraph of consultant’s own understanding of the TOR, the methodology and steps they will take to deliver this work, detailed timeframe, examples of prior similar work, a description of roles and responsibilities in their team and proof of capacity to deliver this work. Technical proposals that exceed 10 pages will automatically be rejected.
