BACKGROUND
Promoting Economic Transition to Circular Options (PETCO Ethiopia) is a non-for-profit organization that promotes a circular economy system to assure products and materials are kept in circulation through circular designating, maintenance, reuse, refurbishment, remanufacture, recycling, and composting.
PETCO Ethiopia seeks to enhance sustainability measures so as to minimize the environmental, social and economic impacts of irresponsible utilization of natural resource through promoting behavioral shift towards principles of circular economy among communities, and industry players; supporting existing and create green jobs for women, youth, and marginalized people; promoting exercise of self-regulation for sustainable business in industries and institutions and serving as trusted source of data in circularity. PETCO Ethiopia is fostering Micro, Small and Medium Enterprises (MSMEs) capacity development initiatives through skill trainings, market link, access to finance and policy development initiatives. We support MSMEs development in Ethiopia across agro-processing & food, handcraft, textile & garment, solid waste management, and leather sectors.
PETCO Ethiopia plans to procure a consultancy service conducting Baseline survey and Target setting for the recently commenced five-year youth job creation program entitled “Enabling Young Women and Men to Find Dignified and Fulfilling Work in Manufacturing.”
OBJECTIVES OF CONSULTANCY SERVICE
The key purpose of the intended assignment/consultancy is to establish baseline data and information about the program baseline and targeting in five coordination Centers specifically (Addis Ababa, Bahir Dar, Hwassa, Mekelle and Dire Dewa) catchment areas. The baseline assessment seeks to generate project baseline in key indicators and sets benchmarks with reference to the targeted SMEs at existing situation in line with intervention components or sub sectors of the project. The baseline will serve as the foundation of an impact evaluation of the project intervention.
DURATION OF THE ASSIGNMENT AND CONDITIONS
The consultancy service will be operating for a period of 1 month commencing December 1, 2024

About You
CONSULTING FIRM QUALIFICATIONS AND EXPERIENCES REQUIREMENTS
The selected consultant firm should possess the following qualifications:
- The Service provider firm must have practical experience in similar areas.
- A strong understanding of baseline survey, bench marking and target setting for the given development intervention is essential.
- The Service provider should be capable of providing the full range of services described in this TOR and propose qualified, experienced, and certified professionals.
- The Service provider company must be a registered limited company or institution and have fulfilled all administrative requirements.
- Previous collaboration with PETCO Ethiopia is advantageous
