To support the implementation of food assistance program while ensuring compliance to World Vision and donor standards in the management of both food and non-food items from the point of receipt, storage, internal dispatch, distribution, monitoring, documentation, accounting and reporting are well established, reinforced and maintained.
Facilitate the understanding, learning and adoption of established standard practices, processes and procedures on a continuous basis to support programe quality improvement.
Community Mobilization, Identification and Verification
Community mobilization and coordination of food distribution activities at the FDPs in liaison with the food management committee (FMC), government authorities, key partners and local leaders.
- Ensure community mobilization is conducted as per distribution head plan/family size.
- Conduct pre-distribution meeting to sensitize and inform beneficiaries about commodities in the food basket, ration sizes, nutrition and hygiene messages and any other issues to be communicated to them. Give beneficiaries an opportunity to ask question for clarification.
- Participate in pre-distribution meetings, monitor and ensure proper sensitization and awareness of key messages on the project e.g. food basket, ration sizes, PSEA, anti-corruption and anti-fraud, right to complain, service with dignity, distribution processes are well disseminated before, during and after distributions.
- Monitor and ensure that beneficiaries have been properly identified and verified before accessing the FDP and collecting their entitlements
- Ensure GESI (Gender Equality and Social Inclusion) principles are integrated and observed during distributions e.g. prioritization of vulnerable groups such as pregnant and lactating women, people with disability, elderly, child-headed households
- Monitor referrals to litigation, child protection desk, community help desk are well facilitated
- Ensure that appropriate crowd control measure is in place at the distribution point at all times.
- Conduct caucus meeting with food management committee, incentive workers, partners and local leaders to agree on roles and responsibilities during distribution.
Commodity Management, Accounting and Reporting
- Conduct distribution in compliance with WV and Donor (WFP/USAID) guidelines and standards
- Prepare food request based on the approved food distribution plan.
- Liaise with warehouse staff on distribution planning and commodities dispatching from Warehouse to distribution centers.
- Ensure proper calibration of weighing scales and scooping materials is conducted
- Ensure proper cleanliness and hygiene conditions are maintained at the FDP
- Ensure that all commodities arriving at the FDP are properly accounted for i.e. correct quantities and quality as manifested on the waybill
- At the distribution center, commodities must be stacked/arranged in an organized manner, by commodity type to facilitate easy distribution.
- Return all excess commodities received at FDP to the warehouse using Return to Store waybill.
- Perform random weighing of the commodities shunted to the chutes to ascertain that they are of correct weight as indicated in the waybill.
- Supervise food distribution in a manner that will ensure all targeted beneficiaries receive all the planned commodities and in their rightful rations.
- Conduct food basket monitoring/random weighing of rations received by beneficiaries to establish correctness in quantities of rations.
- Support MEAL activities such as post distribution monitoring, programme accountability assessment, onsite distribution monitoring, including participatory assessments and joint monitoring exercises
- Conduct spot checks for compliance to food assistance standards, processes, procedures and documentation and liaise with the MEAL and Programme Team to close on gaps and promote continuous improvement.
- Prepare progress reports of Programme & findings from monthly monitoring evaluations, monitoring reports and surveys
- Prepare all necessary forms related to food distribution i.e. sign receipt waybill, fill in the truck inspection report, random weighing form, distribution center visit report, certificate of food receipt and distribution, loss damage reports e.t.c.
- Ensure that the beneficiary distribution lists tally with manual reports.
- Ensure all forms and reports are completely filled and reviewed and approved by relevant staff.
Stakeholder Engagement
- Participate in pre and post distribution meetings
- Liaise with relevant community structures, government authorities, WFP, UNHCR and partner NGOs in sharing relevant and adequate information regarding distribution plans, project progress updates, security arrangements and concerns, challenges e.t.c.
- Network and maintain good work relationships with all stakeholders
- Identify and report on other needs such as health care, additional food needs, development activities, or any other rehabilitation and/or development activity.
Capacity Strengthening
- Train and sensitize incentive workers, casuals and food management committees on humanitarian principles, community response mechanisms, child and adult safeguarding, anti-corruption and anti-fraud, code of conduct, and acceptable food distribution standards and practices
- Support in roll out of new initiatives in the project within the community
- Any other relevant duties assigned
Required Education, training, license, registration, and certification
- BA/BSc Degree in Agriculture, Economics, Disaster Management, Rural Development and Economics & Development Studies or Diploma in related field with minimum of five (5) years of experience
Required Professional Experience
- Minimum of 2 years of experience in relief and/or any emergency response program interventions implementation
- Good understanding of humanitarian principles and accountability to affected populations (AAP)
- Demonstrated experience in team organization and team building, community mobilization and resource allocation
- Prior experience with other humanitarian or relief agencies
Preferred Knowledge and Qualifications
- Experience in integrated project design, implementation and monitoring.
- Familiarity with major donor programs- WFP and USAID.
- Highly developed interpersonal and communication skill including influencing and negotiation.
- Working knowledge of computer and mobile-based applications such as Microsoft Word, Excel, PowerPoint, Kobo Collect
- Good report writing and presentation skills
