Dan Church Aid (DCA) is a Denmark-based international NGO registered under certificate # 1083 by the Authority for Civil Society Organizations and working to improve the wellbeing of particularly the rural and pre-urban people in Ethiopia. DCA’s Programme mainly focus on save live, building resilience and fighting inequality targeting highly disaster-prone areas in Oromia, Amhara, Afar, South Omo and Gambella regions.

Position Objective
Community Development Facilitator (CDF) plays a key role in supporting the effective implementation of DCA’s Multipurpose Cash Assistance (MPCA) and Fresh Food e-Voucher (e-FFV) activities. Working closely with community representatives, beneficiary committee, vendors and project teams, the facilitator ensures smooth cash and voucher operations, transparent beneficiary support, and timely data collection. The role also includes additional tasks as assigned by the supervisor.
Purpose
- Actively engage in the identification, targeting, registration and verification of MPCA beneficiaries, ensuring inclusion of the most vulnerable groups.
- Provide beneficiaries with orientation on MPCA objectives, cash utilization, and financial literacy.
- Monitor MPCA cash distributions, ensuring safe, transparent, and accountable transfers.
- Monitor beneficiary satisfaction, usage of MPCA funds, and address any cash-related complaints or disputes.
- Work with financial service providers (FSPs) to troubleshoot any cash delivery issues.
- Support data collection for MPCA Post-Distribution Monitoring (PDM), accountability surveys, and feedback mechanisms.
- Ensure proper documentation and reporting of all MPCA activities in coordination with the Field Officer IT database and MEAL teams.
Engagement
- Actively engage in the identification, targeting, registration and verification of e-FFV beneficiaries, ensuring inclusion of the most vulnerable groups.
- Provide guidance to vendors and beneficiaries on using the e-voucher system.
- Monitor daily voucher transactions to ensure compliance and documentation.
- Distribute beneficiary entitlements and promote awareness on pricing and complaint mechanisms.
- Conduct weekly/bi-weekly market assessments to determine market demand and supply for different fresh food items
Delivery
- Engage community leaders, RCCs, vendor committees, and complaint focal points in implementation.
- Mobilize communities for project participation and information sharing.
- Handle beneficiary and vendor complaints, log feedback, and ensure timely response.
- Conduct surveys and FGDs to gather feedback and improve service quality.
- Coordinate closely with vendors, Field Officers, IT database and MEAL teams.
- Participate in vendor review meetings and community meetings.
- Report weekly and monthly on cash and voucher activities and progress.
- Identify market gaps (e.g., price inflation, supply shortages) and recommend solutions.
Job Requirement
- Diploma in DRR, agriculture, development studies and any other related field and two years’ experience in similar area or context.
- Has direct field experience preferably in emergency settings with NGOs/humanitarian actors.
- Good Knowledge of the emergency operations in Ethiopia
- Good report writing skills and computer skills in MS Outlook, Word, Excel, and PowerPoint
- Knowledge of the operational context is advantageous.
- Fluency in written and oral English is a must.
