Consultancy for Development of the KNCV Ethiopia Strategic Plan (2026–2030)
Introduction
KNCV Ethiopia is a legally registered local non-profit organization in Ethiopia (Registration No. 7336) in accordance with Civil Society Organizations Proclamation No. 1113/2019. Dedicated to ending human suffering from tuberculosis (TB) and related diseases, KNCV Ethiopia supports national efforts to achieve the goals of the global End TB Strategy. The organization contributes to TB and related disease reduction through program implementation, research, and evidence generation.
Background
As a newly established local entity with a long-term vision and mission, KNCV Ethiopia recognizes the need to develop a comprehensive five-year strategic plan for the period 2026–2030. The strategic plan aims to guide the organization’s growth and sustainability, strengthen institutional capacity, enhance resource mobilization, and align with national and global priorities.
Objectives of the Consultancy
The overall objective is to develop a robust, participatory, and realistic five-year strategic plan for KNCV Ethiopia.
Specific Objectives:
- Refine and validate the organization’s vision, mission, and core values
- Define institutional capacity, core competencies, and management structure
- Conduct a comprehensive SWOT analysis
- Analyze running and operational costs
- Project realistic income forecasts and identify funding sources
- Identify institutional capacity-building needs
- Map potential strategic partnerships and engagement approaches
- Improve organizational visibility strategies
- Define long-term goals, annual objectives, and action plans
- Integrate a comprehensive Monitoring & Evaluation (M&E) framework
- Embed risk identification and mitigation strategies
- Propose a succession and change management strategy
- Develop a financial sustainability and resource mobilization plan
- Establish realistic timelines for implementation of key priorities
Scope of Work
The consultant will:
Conduct desk reviews and interviews with key staff and stakeholders.
- Facilitate consultative workshops with internal and external participants.
- Produce a participatory and contextually relevant five-year strategic plan.
- Align the plan with national TB and health sector strategies, and global best practices.
- The strategic plan document must include (at a minimum):
- Executive Summary
- Organizational analysis
- SWOT Analysis

- Annual targets
- Operational plan
- Cost analysis
- Resource mobilization plan
- Risk mitigation
- Capacity building strategy
- Partnerships
- M&E framework

Timeline
The assignment is expected to be completed within 45 calendar days from the contract start date. A detailed timeline and deliverables schedule will be agreed upon during the inception phase.
About You
Educational Qualifications:
Master’s degree or higher in Public Health, Business Administration, Strategic Management, or related fields.
Skills and Competencies:
- Proven writing and facilitation skills
- Strong interpersonal skills and ability to establish collegial and responsive working relationship
- Experience working in multi-cultural and diverse environment
- Excellent English writing skill
Professional Experience:
- 7–10 years in strategic planning and capacity building
- Familiarity with local NGO landscape in Ethiopia
- Experience in health sector planning
- Risk assessment and M&E expertise
