Job Description
Background
The Family Guidance Association of Ethiopia (FGAE) is an Ethiopian Resident Charity Organization playing pivotal role in the introduction and expansion of family planning and other sexual and reproductive health services in Ethiopia. It has been contributing to the national effort to meet the high unmet need for family planning and reproductive health services in the country since 1966.
The Women’s Integrated Sexual Health (WISH 2) program, funded by the UK Foreign, Commonwealth and Development Office (FCDO), contributes to advancing the United Kingdom’s global commitments on sexual and reproductive health and rights (SRHR) and Sustainable Development Goals (SDGs) targets 3.7 and 5.6. The program focuses on increasing access to SRHR services for adolescents, the poorest, and individuals living with disabilities—populations historically underserved by comprehensive SRHR services.
WISH achieves its objectives through a combination of supply and demand-side interventions that reduce maternal deaths, unsafe abortions, and unintended pregnancies. Implemented under two lots, WISH 2 East and Southern Africa (ESA) is led by the International Planned Parenthood Federation (IPPF) and supported by partners such as the International Rescue Committee (IRC), Johns Hopkins University (JHU), Options Consultancy, and Ipas . IPPF delivers services through its member associations (MAs) who provide a wide range of services beyond FP. In crisis-affected areas, including, Somalia and South Sudan, IPPF’s partner, IRC, delivers FP services within refugee and internally displaced persons (IDP) camps and the surrounding host community. In Ethiopia IPPF’s MA is Family Guidance Association of Ethiopia (FGAE).
A cornerstone of WISH 2 is embedding research into service delivery processes to ensure data-driven decision-making and adaptive programming. Client Exit Interviews (CEIs) are critical for collecting systematic feedback and performance data from service delivery points (SDPs) from a representative sample of clients. This information informs program performance, adaptive strategies, and payment-based results and will be conducted in regions where the WISH 2 program operates.
FGAE is interested in procuring the services of an interested survey/research company or firm to ensure an independent collection of CEI survey data across three regions in Ethiopia. These regions are Afar, Amhara and Tigray.
About You
The assignment requires interested and legally registered consultancy firms (with tax payers identification number and with 2024/5 (2017E.C.) renewed license); with at least five years’ proven experience undertaking operational research and review process; in conducting baseline, mid-term reviews and end line surveys. Experience in health and SRH field. Presentation of testimonials of recent and accomplished work is an added value.
Consultancy firms interested to apply for the assignment are expected to have a team with a professional mix of qualified and experienced experts in the following fields of study: public health, social sciences (i.e., social work, sociology), demography, gender, health informatics, monitoring and Evaluation, knowledge management, social and behavioural change communications, logistics and supply management, management and leadership.
The consulting firm should include only those experts and professionals who will be available during the consultancy assignment. Each expert must have at least three years practical experience in his/ her prior engagement in similar assignments. At least the Principal Investigator (the Lead Consultant) and health professionals involved should have post graduate degree. Copies of credentials and other supporting documents of the study team should be attached as part of the technical proposal.

How to Apply
Interested consultancy firms are expected to submit their technical proposal, financial bid amount, and CPO each separately sealed and waxed envelopes within 15 days starting from the date of announcement of this bid.
Submission of Bid Document:
- All competing firms are required to submit two copies of (original and copy) the Technical and Financial Proposal. This is suggested to include the firm’s profile, recommendations, testimonies, and similar sample tasks accomplished in addition to the technical and financial narratives. Please only include CVs of individual team members those to undertake these tasks.
- Financial bid requirement separately in a sealed and waxed envelope within 15 calendar days of the announcement of this tender. This is expected to include the firm’s legal documents, i.e., trade license, professional license, TIN, renewals, and tax dues should be part of the financial envelope. The financial proposal should be inclusive of VAT.
- A deposit slip (CPO) of one percent of the total proposed service contract fee amount by the respective bidders. This has to be sealed separately.
- Bid documents shall be deposited in the box provided for this purpose at the address mentioned below.
- FGAE reserves the full right to cancel the bid.
The bid will be closed on May 30, 2025, at 6:00 local time, and opened on May 30,8:30 local time. on the same day in front of bidders or their representatives on the 2nd floor of the new FGAE building named after Dr. Shimelis Adugna around Gazebo adjacent to Atlas Medical Sciences College. The organization has the right to open the Bid in the absence of the bidders or their legal representatives.
