Job Description

Background

The Center for Advancement of Rights and Democracy (CARD) is a board-led, for-not-profit organization registered in Ethiopia under Civil Societies Law 1113/2019 with registry number 4307. CARD acquired its legal personality on July 24, 2019.

​CARD aspires to see an Ethiopia where a democratic culture flourishes based on human rights values and has been working with a mission to empower citizens and groups of citizens to ensure their ability to promote, defend human rights and contribute to the building of democratic governance in Ethiopia. CARD is an organization that follows a rights-centered approach to help the democratization process in Ethiopia.

As it is well known, currently, The Ethiopian National Dialogue Commission (ENDC) has been collecting agenda and is expected soon to enter a crucial stage of announcing the selected agenda and commence the national conference. As part of its civic engagement and democratic governance programs, CARD has been following up developments in the process of the national dialogue. To this end, CARD is striving to develop a monitoring report and advocate for more inclusion and transparency until the conclusion of the national dialogue process.

 

Objective

The main objective of this consultancy assignment is to conduct monitoring, documentation and reporting of the process of national dialogue in Ethiopia. The following are the main activities that are included in this assignment:

  • Undertake a continuous monitoring/observation of the process of the national dialogue
  • Prepare a monitoring report considering the current status of the Process
  • Present the finding of the report in a workshop engaging the ENDC, advocating for continuity in the inclusion of women, persons with disabilities and other marginalized groups.

 

Roles, Responsibilities and Deliverables

The consultant will be responsible for the preparation of:

  1. Prepare a Monitoring Report on the National Dialogue Process, including assessments on key milestones, challenges encountered, and recommendations for improvements.
  2. Engaging and presenting the finding to the ENDC and other stakeholders on a participatory consultative workshop to disseminate the finding and discuss way forward.

 

About You

Qualifications

The ideal consultant should possess:

  • Proven experience in legal, policy and political analysis with a focus on national dialogue and conflict resolution processes.
  • Experience in governance, democracy or human rights research
  • Demonstrated expertise in monitoring and documentation, with a track record of producing high-quality reports.
  • Demonstrable experience in online advocacy tools and strategies.
  • Familiarity with relevant legislative frameworks and international standards related to dialogue processes and inclusivity.

Timeline for the Deliverables

The consultancy is expected to be completed within determined short time frame to be specified through agreement but not beyond the mandated/extended time of the dialogue process.

Evaluation Criteria

Technical and financial proposals will be evaluated based on the consultant’s qualifications, relevant experience, proposed methodology, and budget.
