Job Description
Project Background
R4D’s Market Shaping Practice, with support from the Gates Foundation, is Supporting the Ethiopian Pharmaceuticals Supply Service (EPSS) to institutionalize market shaping practice. As part of the capacity building to the human resource practicing market shaping at EPSS and broadly in the health system, R4D in collaboration with EPSS has developed a CPD accredited market shaping fundamentals course and organized a series of training sessions. Through this phase of the project, part of the in-person market shaping training package will be converted into an online self-learning training to ensure the course is available to a wider community and sustainably beyond the project life.
Objective:
Develop a high-quality, interactive self-learning online training program based on an existing in-person training package. The online course should enhance learner engagement, integrate multimedia components, and be suitable for hosting on a Learning Management System (LMS).
Scope of Work:
Assessment and Planning:
- the existing in-person training materials, including PowerPoint slides, participant manuals, and activities.
- Assess the content’s suitability for online learning and recommend necessary modifications or enhancements.
- Develop a detailed activity plan, timeline, and deliverables.
Content Conversion and Design:
- Adapt and transform the in-person training materials into a self-paced format, ensuring it aligns with adult learning principles and online learning best practices.
- Co- create, with subject matter experts, a storyboard for the online course, outlining the structure, modules, and learner pathways.
- Incorporate multimedia elements such as videos, animations, voiceovers, and interactive activities (e.g., quizzes, simulations).
LMS Compatibility and Technical Development:
- Ensure the training materials are compatible with the selected learning management system.
- Build or integrate features like progress tracking, assessments, and certificates of completion.
Testing and Quality Assurance:
- Conduct usability testing with a small group of target users to identify and resolve technical or instructional issues.
- Make revisions based on feedback to ensure smooth navigation and an engaging learning experience.
Training and Handover:
- Provide documentation and training for administrators on managing the course within the LMS.
- Deliver all source files, including edited content, multimedia elements, and course assets.

Timeline:
The activity is planned to commence in April and concluded in August including the testing. The training has to be available online in August.
Budget:
The consultancy work is estimated to take a maximum of 25 days, and the applicant is expected to propose his/her daily rate in his/her application. R4D
will reimburse travel expenses and related costs.
About You
Required Skills/Expertise:
- Instructional design and adult learning principles.
- Experience with eLearning tools.
- Proficiency in multimedia creation and LMS integration.
- Strong project management and communication skills.
Evaluation Criteria:
- Relevant experience and portfolio of similar projects.
- Technical expertise in content creation and LMS integration.
- Price, Proposed methodology and confirmation to adhere to the timeline.
Standards
- The Contractor shall abide by all local and international standards. In particular, the Contractor shall act with the upmost professionalism, both when engaging with the R4D team and external stakeholders.
Administrative and Other Misc. Requirements
- The Contractor will be expected to regularly meet with R4D Market Shaping Practice, a minimum of 1-hour virtual check-ins on a bi-weekly basis to check-in on progress and troubleshoot any challenges.
- Invoices must be submitted to R4D within 30 days of deliverable completion.
- Applicants could propose a change they would like. R4D reviews them and accepts if believed improve efficiency and effectiveness.
