Main Purpose
Under the supervision of the finance coordinator, defining, coordinating, and monitoring the implementation and management of finance strategies, policies, internal control, and all financial administrative and legal issues in the mission, in line with the context and operational challenges and MSF protocols, standards and procedures, to provide accurate, transparent, timely and reliable financial information to the organization and third parties on the allocation of resources in the projects.
Accountabilities
- Under the supervision of the finance coordinator, participating in the definition of the mission’s objectives and strategies in collaboration with all coordinators of mission: planning, implementing, and monitoring the financial operational and budget needs, anticipating changes and challenges, and planning accordingly, to ensure budgets are well in line with identified validated needs.
- Under the supervision of the finance coordinator, supports the definition of the financial strategy for the mission together with the Head of Mission & Internal control and auditing coordinator: assessing and mitigating the financial risks of the mission and ensuring the implementation of a relevant mission organizational set up and a reliable internal control system, to meet all financial obligations while keeping financial ethics always respected within the mission.
- Under the supervision of the finance coordinator, supports the proper implementation and respect of MSF policies and guidelines: ensuring they are aligned with legal requirements of Ethiopia, within the national legal framework, and designing or adapting relevant local policies, procedures, and tools for optimized management of the mission’s financial resources.
- Under the supervision of the finance coordinator,supports the efficient management of the treasury: including the whole accounting of the mission, in order to ensure the smooth running of operations at all times and maintaining as much control as possible on security risks. This includes among other things, defining minimum levels of cash, anticipating planned expenditures, managing local bank accounts and transfer of funds, managing contacts with banks and/or other financial institutions at mission level, and monitoring the payment of suppliers and staff salaries.
- Under the supervision of the finance coordinator, providing regular and adequate indicators: monitoring the financial health of the mission and providing relevant cost analysis, regularly monitoring of expenses vs budget, analyzing variances, and suggesting corrective actions when needed.
- Supports the finance coordinator for the management, supervision and development of the finance team: coaching, training, motivating and ensuring their capability, detecting potential conflicts and finding solutions when necessary. Sensitizing key executive staff such as coordinators, budget holders and relevant management on financial risks and the extent of their financial responsibilities. Provide trainings on anticorruption.
- Under the supervision of the finance coordinator, ensuring the proper application of HR policies and associated processes: recruitment, training, briefing/debriefing, evaluation, potential, detection, staff’s development, and internal communication, to ensure both the sizing and the amount of knowledge required for the finance activities.
- Under the supervision of the finance coordinator, overseeing the monthly and yearly closing of accounts: supervise & support the mission accounting manager, with the aim that the statement reflects the financial reality of the mission.
- Support to projects: supervision, support & monitoring the strict respect of deadlines & MSF processes in projects, this includes frequent visits to projects to provide ad-hoc support & regular trainings on all finance domains.
- Under the supervision of the finance coordinator, manages the mission insurances: initiates & follow-up the insurances files, strictly in line with the MSF guideline of insurances.
- In collaboration with the finco & the mission accounting manager, prepare all accounting & financials documents requested by internal & external auditors.
MSF Section/Context Specific Accountabilities
- Supports the nationalization of finance positions in MSF projects.
- In-depth knowledge of NGO regulation, specific to Ethiopia
- Supports strict compliance with ACSO (Association of Civil Society Organizations) rules and regulations.
- Supports external auditors for the annual audit in accordance with international accounting standards and IPSAS procedures.
- Under the supervision of the finance coordinator, establish financial security guidelines adapted to context
About You
Education
- Bachelor’s degree in finance and accounting or economics from a recognized institution.
- Fluent in English & Amharic, knowledge of additional local and international languages is an asset.
Experience
- Essential two years of proven management experience, in accounting and team management.
- Essential flexibility to travel to projects inside the country
- Desirable in MSF or other NGOs
- Desirable experience in developing countries.
