Job Description
1. Background
Cheshire Foundation – Action for Inclusion (CF-AI) is currently implementing a Disability-Inclusive Disaster Risk Reduction (DiDRR) initiative across the Oromia and Amhara National Regional States. The project specifically focuses on Gomma Woreda and Sebeta Sub-City in Oromia, as well as Libokemkem Woreda in Amhara, under the title:“Building the Capacity of CBM Ethiopia Strategic Partners on Disability-Inclusive Disaster Risk Reduction (DiDRR).”
This initiative runs from April 2025 to December 2026.
The project aims to support the mainstreaming of disability in Ethiopia’s disaster risk reduction and preparedness efforts. It seeks to enhance the resilience of persons with disabilities and their communities by integrating inclusive approaches throughout all phases of disaster preparedness, response, and recovery.
To ensure effective implementation, measurable outcomes, and meaningful participation of persons with disabilities, CF-AI seeks to developing or adapting a comprehensive Monitoring, Evaluation, Accountability, and Learning (MEAL) framework that is inclusive, participatory, and aligned with both international standards and the local context.
2. Objective of the Assignment
The main objective of this assignment is to develop or adapt a comprehensive MEAL framework that guides the systematic monitoring, evaluation, accountability, and learning of the DiDRR interventions. The framework must be inclusive, gender-responsive, rights-based, and disability-focused.
3. Scope of Work
The consultant/firm will be responsible for preparing the MEAL framework, taking into account the project’s operational areas: Sebeta Sub-City and Gomma in the Oromia National Regional State, and Libokemekem Woreda in the Amhara National Regional State. Accordingly, the assignment will cover the following:
1. Review project documents including the logical framework, proposal, donor MEAL requirements, and relevant policies (e.g. UNCRPD, Sendai Framework, etc.).
2. Conduct consultations with key stakeholders, including persons with disabilities, OPDs, project staff, and partners using virtually supported technologies
3. Develop or adapt a MEAL Framework which includes:
- Theory of Change (ToC) aligned with DiDRR goals
- Logical Framework with SMART indicators
- Inclusive data collection and analysis tools
- Monitoring tools (quantitative and qualitative)
- Evaluation approach
- Learning and reflection mechanisms
- Accountability mechanisms (community feedback, complaint handling)
- Gender, age, and disability disaggregated data considerations
4. Provide tools/templates for tracking progress, collecting data, and reporting.
5. Deliver a training session/workshop to orient project staff and partners on the MEAL framework.
4. Deliverables
1. Inception Report with methodology and work plan
2. Draft MEAL Framework with tools and indicators
3. Final MEAL Framework document (soft and hard copy)
4. PowerPoint summary for presentation and training
5. Report on the orientation/training session delivered
5. Duration and Timeline
The assignment is expected to take 21 working days over a period of 3 weeks, starting from the date of contract signing. The specific work schedule will be agreed upon during the inception phase.
About You
6. Required Qualifications and Experience
Proven experience in developing MEAL systems, particularly within humanitarian or development contexts, with a Master’s degree in Statistics, Economics, or a related field of study.
- Experience in Disability Inclusive Development and Disaster Risk Reduction
- Demonstrated understanding of participatory MEAL tools and approaches
- Familiarity with international standards (Sphere, Sendai, UNCRPD, etc.)
- Excellent facilitation, communication, and report-writing skills
- Knowledge of the local context, culture, and language is an asset
7. Reporting and Coordination
The consultant will report directly to the Program Manager at CF-AI and work closely with the, DiDRR Project Coordinator, and project lead at woreda level
