Job Purpose:
The Digital Health Lead will provide strategic and technical leadership in the design, implementation, and scale-up of digital health solutions and innovations across Amref Health Africa programs including for RMNCH, IHSS, Youth development, DPC and WASH . The role will focus on enhancing Amref Health programs and overall health system performance, particularly in the area of Human Resources for Health (HRH), through digital transformation. This position will drive the development, integration, and sustainability of digital health initiatives, contributing to improved health outcomes across Amref Ethiopia and beyond.
Key Responsibilities:
1. Strategic and Technical Leadership
- Lead the development and implementation of Amref’s digital health strategy in alignment with global, regional, and national digital health policies.
- Provide high-level technical guidance on digital health innovations, tools, and platforms supporting HRH and broader health systems.
- Oversee the integration of digital technologies into HRH programs, including training, workforce planning, performance monitoring, and continuing professional development. At this time oversea the implementation of technical support for HRH technical back up for all programs, digital health support for the current active projects including Digital inclusion for youth, digital space, social enterprise project and other projects
- Design and lead digital health components of HRH and health systems strengthening projects and proposals.
- Collaborate with internal and external stakeholders to co-create user-centered digital health solutions.
- Ensure effective and ethical use of health data and digital systems in program implementation and decision-making.
2. Capacity Building and Knowledge Management
- Build internal capacity on digital health among Amref staff and partners through training, mentorship, and technical support.
- Promote learning and documentation of best practices and lessons learned in digital health and HRH.
- Lead the development of toolkits, guidelines, and standard operating procedures to support the scale-up and institutionalization of digital solutions.
3. Stakeholder Engagement and Representation
- Engage with Ministries of Health, donors, private sector, and other partners to promote alignment, partnership, and resource mobilization.
- Represent Amref in technical working groups, forums, and networks related to digital health and HRH at national, regional, and global levels.
4. Monitoring, Evaluation, and Research
- Collaborate with M&E teams to track the performance and impact of digital health interventions.
- Promote the use of data analytics, dashboards, and real-time reporting systems for HRH management and program monitoring.
- Support digital health research and innovative initiatives to inform policy and program improvements.
- Support Amref DHIS2 work with programs. M&E , and data insight
Qualifications
Qualifications and Experience:
- Master’s degree or higher in Public Health, Health Informatics, Digital Health, Information Systems, or related field.
- At least 8 years of relevant experience in digital health, health information systems, or ICT for development, with a strong focus on health systems strengthening and HRH.
- Deep understanding of health workforce information systems (iHRIS), digital learning platforms, and mobile health applications.
- Experience working with Ministries of Health, donors, NGOs, and private sector stakeholders.
Skills and Competencies:
- Strong leadership and project management skills.
- Excellent communication, negotiation, and stakeholder engagement skills.
- Ability to think strategically and innovatively in a fast-evolving digital landscape.
- Advanced technical knowledge in digital systems architecture, interoperability, data governance, and cybersecurity.
- Demonstrated ability to translate technical concepts into practical, scalable solutions.
