Job Description
We are looking to recruit a dynamic and talented DRM Finance Coordinator. This will be a project role based in Ethiopia. The contract starts as soon as possible (by mutual agreement), and the role is full-time and based in the USAID-funded DRM Activity Project office in Addis Ababa. Some travel within Ethiopia will be required.
The DRM Finance Coordinator will work closely with and report to the DRM Resource Mobilization Lead. The Financing Mechanisms Coordinator will identify and leverage DRM financing entry points and blended finance models to catalyse DRM and humanitarian assistance. The DRM Finance Coordinator will support the DRM Resource Mobilization Lead in delivering the system pathway 3. More specifically, the DRM Finance Coordinator will lead technical outputs involving macroeconomic and fiscal policy analysis, financial management, DRM funding, and the implications of government disaster-related contingent liabilities and lack of preparedness.
Key Responsibilities of the Profile :
The responsibilities of the DRM Finance Coordinator are below:
- Assist in coordinating and sequencing finance technical assistance and other joint initiatives.
- Support the COP, Senior DRM Advisor and DRM Mobilization Lead to build national-level capacity to establish/replenish a National Disaster Reserve Fund, design a crisis grant fund, develop risk layering capacity for MoF staff, and pilot DRF innovations.
- Provide inputs and support coordination to implement initiatives such as scaling the contingency funding model, building capacity, and building on the DRM-CB disaster risk finance workstream to strengthen PFM practices.
- Contribute to technical strategies and implementation of local resource mobilization strategies, including the engagement of MSMEs, specialized taxation schemes with the MoF, risk-based budgeting initiatives, and promoting public-private partnerships.
- Support technical assistance to the Ministry of Finance and the broader DRM focal ministries in line with the work plan (e.g., budget analysis, PFM diagnostics, value-for-money analysis). This will involve working alongside and supporting international and national technical experts.
- Support the COP and technical team in coordinating meetings, identifying external consultants for short-term finance TA, reviewing outputs, and liaising with donors and other key stakeholders.
- Develop and maintain excellent working relations with government partners, ensuring continual dialogue on the opportunities provided by the USAID-funded DRM Activity and ensuring that financing technical assistance aligns with and meets the government’s needs.
- Provide expert advice to government partners to support the implementation of comprehensive annual work plans and ensure the USAID DRM Activity TA is aligned with joint plans and strategies.
- Support the overall aims of the programme, contributing to cross-cutting objectives, such as gender, equality and inclusion, supporting adherence to policies and standards.
Skills , Qualifications and Experience Required for the Role:
- Degree and post-graduate qualification in a relevant discipline like economics, finance or public policy etc.
- Five years of experience conducting economic & policy analysis and conducting research (ideally in the macro-fiscal area and disaster risk management);
- Experience working in or on public policy issues with a strong understanding of the Disaster Risk Management (DRM) financing ecosystem in Ethiopia
- Excellent inter-personal and communication skills with a proven track record of developing and sustaining collaborative relationships with partners.
- A proactive team player, with good coordination and liaison skills.
- Strong computer skills: MS Office, MS Excel in particular.
- Previous experience working with the Ministry of Finance of Ethiopia.
- Previous experience implementing donor funded projects
- Ability to communicate effectively with colleagues and clients in English, both verbally and in writing
- Ability to work to short lead-in times and strict project deadlines.
- Excellent project management skills.
