Job Description

Amref is currently planning to implement a project named RELIEF – Resilience, Emergency, Lifesaving Interventions for the Ethiopian population in a situation of Fragility in South Wollo (Amhara) funded by AICS (Italian Development Cooperation)

The overall objective of the project is to contribute to a rapid and effective humanitarian response in Ethiopia, improving the living conditions of vulnerable families in camps for internally displaced persons and host communities in the South Wollo Zone region, Amhara Region

The project is mainly focus on the following specific objectives: Provide safe access to integrated and inclusive basic services (Health and Nutrition), Increase Access to adequate WASH services and practice and Strength protection and socio-economic support mechanisms for the most vulnerable sections of the population, with a focus on improving the legal and clinical management of cases of sexual and gender-based violence (SGBV) and psychosocial assistance for IDPs and host community

The project is mainly targeted IDPs and Host communities with a special focus on vulnerable groups like PWDs, women, girls, nutritionally affected children, pregnant women and others in South Wollo zone in five IDPs: Gerado (Dessie zuria),Degan (Kalu Woreda), Kutaber woreda (China camp), Worebabu woreda – (Bistema/Budeta camp) and Argoba special woreda (Medina camp, and host communities surrounding the IDPS. The project will be implemented for 18 months from June 16/2025 -December 31/ 2026

The Emergency Project Officer will be based in Dessie town, and report to the Project manager

Job Summary

The Emergency Project officer is responsible for coordinating and managing the Project entitled: ‘’Resilience, Emergency, Life-Saving Intervention for the Ethiopia population in situation of fragile in South Wollo (Amhara)”. The emergency project officer will represent Amref as a consortium project lead at the field office level and who will be engaged in coordinating and managing the project implementation including the implementing partner activities. The consortium project will focus on multi-sectoral humanitarian intervention that includes WASH, nutrition, and health and Protection /GBV which aims to enhance access to basic and integrated life-saving and resilience intervention to internally displaced peoples (IDPs) and host communities.

S/he will coordinate WASH, Health & Nutrition sector activities with the guidance of the senior program teams. S/he will work under the direct supervision of the program manager and supervise project assistants. This position is based in South Wollo with frequent travel to operational districts and IDP sites to implement the activities in collaboration with the districts DRM, Water, women and children affairs, Health offices, and other community structures.

In-line manager: The Emergency project officer will be based at field office and will directly reports to the Program Manager

Duties and responsibilities: The Project officers will have the following duties and responsibilities:

Developing project activity and budget plan

  • Preparing a project implementation annual and quarterly work plan and procurement plan
  • Reviewing the implementation work plan on a timely and regular basis
  • Perform needs assessment (from the project beneficiaries- IDPs and health facilities)
  • Ensuring the availability of resources to timely implement the activities
  • Ensure project team (Project assistants) comply to project plan with clear deliverables
  • Set up and monitor the budget according to the current prices
  • Ensure budget utilization and activity implementation in accordance with donor and organizational requirement

Ensuring the implementation of project activities

  • Lead, coordinate and oversee the overall project activity implementation including the implementing partner activities at field office level.
  • Implement WASH, Health, and Nutrition activities according to humanitarian standards
  • Monitor the provision of health and nutrition technical training for health workers (like CMAM, IYFC, Mental Health, Non-communicable disease, BEmoC, Surveillance trainings)
  • Ensure WASH-related hardware (construction) and software intervention are implemented as per activity standard
  • Lead WASH, Health & Nutrition awareness, protection and screening campaigns at IDP and host community levels
  • Ensure essential medical supplies and NFIs are timely procured and distributed for local health
  • Ensure cross-cutting issues like Gender, disability, protection, Environment are well included and addressed in the interventions

Monitor and evaluate the program

  • Conducting periodic project review meetings with local stakeholders
  • Facilitates baseline, mid-term, and final evaluation activities in collaboration with the M&E team
  • Conducting supervision and mentorship at IDP clinics and local health center
  • Provide technical support for data quality data for health and nutrition services
  • Engage and represent in joint humanitarian coordination and monitoring works with consortium members and partners
  • Document lessons and best practices from the interventions
  • Compile the project activity reports from the partner sub partner and ensure timely submission of quality project reports for internal, donor, and government

About You

  • Degree or master’s in public health or equivalent education with at least 4 years work experience in humanitarian settings
  • Experience in coordinating emergency interventions (WASH, health and nutrition) in affected communities (IDPs)
  • Additional experience and training on WASH entrepreneurship, business and WASH marketing and gender is an advantage.
  • Excellent interpersonal and communication skills; Experience working collaboratively with teams from diverse backgrounds.
  • Strong presentation, reporting, and communication skills; Ability to work effectively under pressure
  • Spoken and written- fluency in English and Amharic

• NGO experience is an advantage

• Should be a team comfortable to accept advises and meet deadlines.

• Computer skills including Microsoft office applications (word, excel, PowerPoint and use of data analysis updated software’s)

• Very good report writing skills

Terms of employment: 1 year with possibility of extension based on availability of fund and performance
