To oversee the planning, delivery, distribution, documentation and reporting associated with food and non-food commodities/cash in the field and lead monitoring and coordination of field activities.

Commodity/cash management
- Ensure that all commodities/cash are properly accounted for and bring to the attention of the Food Assistance Coordinator any discrepancies in accounting.
- Ensure that distribution plans are prepared and approved in advance to enhance efficient field operations.
- Ensure that damaged/unfit commodities are kept separately at the Final Distribution Points (FDPs). Arrange for the disposal of all commodities unfit for human consumption upon receipt of the necessary authorization. Ensure proper documentation of such activity in the proscribed form in case there are damages at the centers.
- Ensure that Last Mile Mobile Solution Item Tracking System (LMMS-ITS) system is implemented, utilized and monitored or the designated donor.
- Ensure that commodities/cash are received by the targeted beneficiaries.
- Spot check FDP stores to ensure they are properly maintained and all equipment functioning properly
- Conduct physical inventory and facilitate any returns to donor
Monitoring, Reporting and Documentation
- Ensure the implementation of food assistance activities is in line with the project design and serves the needs of the community
- Consolidate and provide daily update commodity distribution reports
- Conduct weekly/monthly project monitoring visits and prepare reports
- Consolidate monthly plans, ensure implementation and share updates on work progress against the plans.
- Ensure all records are maintained as per World Vision food programming manual and Cash transfer guidelines.
- Review distribution center visit reports and align them to the program design
- Document the contribution of the projects to child wellbeing outcomes to assess impact and advice programming.
Supervision
- Provide overall supervision of Commodity Officers, Distribution Food Supervisors, casual workers (Distributors) and incentive workers
- Engage in identification and recruitment of the field team members.
- Ensure that the field team maintain a daily/weekly activity schedule
- Spot check field team to monitor attendance in designated work locations
- Ensure that a proper record of incentive workers, relief committees is compiled and filed together with mandatory policies having being side e.g. Code of Conduct, Child and Adult Safeguarding,
- Monitor and manage performance of the field team throughout the project cycle
- Identify any needs or gaps that may affect efficiency and effectiveness of field team and activities and recommendations for immediate action
Stakeholder engagement and capacity building
- Coordinate and liaise with local authorities, NGOs and other partners by providing information regarding beneficiary registration, commodity/cash distribution, distribution plans, and project progress in targeted area of operation
- Ensure a continuous on-job, on-site training of field team on expected behavior, process and procedure of commodity accounting and documentation
- Identify and recommend other needs such as health care, additional food needs, development activities, or any other rehabilitation and/or development activity.
- Ensure that food assistance partnerships are maintained and issues arising solved amicably
- Any other relevant duties assigned
Required Education, training, license, registration, and certification
- BA/BSc Degree in Agriculture, Economics, Disaster Management, Rural Development and Economics & Development Studies or Diploma in related field with at least minimum of four (4) years of experience in project management and planning
Required Professional Experience
- Minimum of 4 years of experience in relief and/or any emergency response program interventions implementation especially in a refugee or internally displaced persons (IDPs) context two (2) years of which must have been in a supervisory role
- Must have understanding of CORE humanitarian standards, World Vision food programming standards, accountability to affected populations (AAP)
Preferred Knowledge and Qualifications
- Working knowledge of computer and mobile-based applications such as Microsoft Word, Excel, PowerPoint, Kobo Collect
- Ability to build strong relationships with local communities, partners and government authorities.
- Demonstrated experience in team organization and team building
- Have good communication and public relation skills
- Have good mathematical and analytical skills
- Good report writing and presentation skills
- Ability to perform field assignments and willingness to travel for long periods in difficult terrain, harsh and demanding conditions.
- Ability to manage and organize issues related to transport, transporters, incentive workers and communities
- Cross-cultural sensitivity, flexible worldview, emotional maturity and physical stamina
