As part of its ongoing efforts, PAD is seeking to hire a qualified Health Officer for an EHF-funded project titled “B-NEX: Better Nutrition through Emergency Cross-sectoral Interventions (Agriculture, WASH, and Health)” in Gida Ayana Woreda, East Wollega Zone of Oromia Region. The Officer will be primarily responsible for the implementation of health-related activities, including disease prevention, health promotion, and the provision of essential primary health care services aligned with the project’s objectives.
Main Responsibilities:
Under the supervision of the Project Coordinator, the Health Officer will be responsible for planning, coordinating, implementing, and monitoring the health component of the emergency response project. The role focuses on ensuring timely, quality, and integrated health services in coordination with local health authorities and other sector leads (Nutrition, WASH, and Agriculture).
Key Responsibilities:
Program Implementation and Coordination
Lead the planning and implementation of emergency health interventions in line with project objectives and national health guidelines.
- Coordinate closely with the woreda health office, health facilities, and MHNTs to ensure smooth delivery of health services.
- Ensure proper integration of health services with nutrition, agriculture and WASH interventions, avoiding duplication and ensuring synergy.
Service Delivery Support
- Support the delivery of essential primary healthcare services, including communicable disease control, maternal and child health, and outbreak response.
- Facilitate referral linkages and case management for complicated health cases.
- Ensure the availability and proper use of essential medicines and medical supplies.
- Provide technical support and on-the-job coaching for frontline health workers.
- Participate in organizing and delivering relevant health-related trainings in collaboration with the woreda health office.
- Monitor health activities regularly and ensure quality service delivery at health facility and community levels.
- Collect and analyze health data, and prepare timely and accurate progress reports (weekly, monthly, and quarterly).
- Document lessons learned, best practices, and case stories for internal learning and donor reporting.
Community Engagement and Risk Communication
- Work with community health structures to strengthen health-seeking behavior and disease prevention.
- Participate in health promotion, risk communication, and community mobilization activities, especially during outbreaks.
- Support early detection and response to disease outbreaks, including coordination of surveillance and reporting systems.
- Participate in joint assessments, rapid health needs identification, and emergency contingency planning.
- Represent the organization in relevant health coordination forums at the woreda level.
- Ensure effective collaboration with other sectors (Nutrition, WASH, Agriculture) and implementing partners.
Compliance and Accountability
- Ensure all health activities adhere to organizational policies, donor requirements, and national health standards.
- Promote accountability and safeguarding principles throughout program delivery.

About You
Qualification:
- Bachelor’s degree in Public Health, Health Officer, or Medicine from a recognized institution with a valid professional License
Experience:
- – Minimum of 5 years of relevant work experience, preferably in primary healthcare, nutrition, or emergency response programs.
- Experience working in humanitarian contexts, mobile clinics, or hard-to-reach areas is highly desirable.
Skills Required:
Health Project Management

- Proven experience in planning, implementing, and monitoring health-related projects, particularly in primary health care, disease prevention, and health system strengthening.
- Strong skills in setting project targets, tracking progress, and producing analytical reports aligned with donor and government expectations.
Clinical and Public Health Knowledge
- Solid understanding of national primary health care service packages and the Ethiopian Primary Health Care (EPHC) clinical guidelines.
- Ability to interpret and apply national protocols related to communicable diseases, maternal and child health, and emergency care.
Drug and Medical Supply Management
- Familiarity with essential drug lists and national pharmaceutical supply systems.
- Demonstrated experience in coordinating the procurement, distribution, and inventory management of medical supplies and drugs in compliance with donor and MOH standards.
- Ability to ensure rational drug use, support forecasting, and prevent stock-outs through proper tracking and reporting tools.
Supportive Supervision and Capacity Building
- Experience in providing technical support and on-the-job mentoring to health professionals at health centers and health posts.
- Skilled in conducting supportive supervision visits, using standard checklists, and delivering constructive feedback to improve service quality.
- Capable of organizing and facilitating training on clinical guidelines, health protocols, and data management.
Adherence to National Standards and Protocols
- Competent in using MOH-endorsed guidelines such as ICCM, IMNCI, CMAM, TB/HIV, and RMNCH tools.
- Ability to align project implementation with national health priorities and government-led systems.
Monitoring, Evaluation, and Data Use
- Strong skills in health data management, including data collection, analysis, and visualization using HMIS tools.
- Basic proficiency in digital data collection platforms (e.g., KoboToolbox, ODK) for program monitoring and supervision purposes.
- Ability to use data for performance improvement, planning, and decision-making.
Stakeholder Engagement and Coordination
- Experience coordinating with woreda and zonal health offices, local health facilities, and implementing partners to ensure harmonized service delivery.
- Ability to represent the organization in health cluster meetings, planning sessions, and joint field assessments.
Adaptability and Professionalism
- Flexible and solution-oriented, with the ability to adapt to changing project contexts, such as supply chain disruptions or emergency response needs.
- Maintains professional ethics, client confidentiality, and organizational values in all aspects of work.
- Demonstrated ability to work effectively in demanding humanitarian settings, including conflict-affected, resource-constrained, and remote areas.
Other:
- Willingness to travel to and work in remote and hard-to-reach locations.
- Ability to work effectively in a multi-sectoral emergency response setting, demonstrating flexibility, adaptability, and cultural sensitivity while collaborating with diverse teams and community stakeholders.
