The HALO Trust in Ethiopia
HALO is registered in Ethiopia since 2021 and is now actively looking to establish mine action operations in the Afar Region. To do so, HALO is looking to recruit a qualified and dynamic IM & GIS Officer responsible for the overall information management in HALO Ethiopia.
Role Summary
Based in HALO’s Addis HQ and operating under the supervision of the Operations Manager, the IM/GIS Officer is responsible for assisting in the development, management, and maintenance of The HALO Trust Ethiopia’s databases. The Officer will create and implement standardised database management procedures and oversee the security and upgrading of the databases, under instruction from the Global IM team.
This role involves regular travel to Afar region and HALO’s Semera office, regular quality control of operational data on a monthly basis, utilising Navicat software to check and transfer data initially entered through Survey123 into HALO Ethiopia’s GOIMS databases. IM/GIS Officer is responsible for the creation and maintenance of GOIMS reports, at the request of the Country director, Project Officer, Operations Manager alongside the creation and modification of Survey123 forms at the request of Operations, the Programme Officer, Senior Management or relevant departments within HALO.
Duties and Responsibilities
Geographic Information Systems:
- Create all operational and donor maps for the programme including maps of hazardous areas, accidents, EOD callouts and EORE sessions.
- Work with operations staff to create clearance polygons.
- Maintain and improve HALO’s GIS data set.
- Regularly monitor and ensure the accuracy and reliability of data.
- Develop tools to help programme check and QA data more effectively.
- Develop requested changes, updates, and modifications to the database, data, and data collection tool, Survey 123.
- Production of maps, infographics and other data visualization to accompany donor reports, presentations and for other external publications and uses.
- Use HALO internal data, open source, and other data with Information Management and GIS tools to produce of the presence and impact of mines and other explosives.
Information Management:
- Manage quality assurance (QA) for all operational data and error correction.
- Entering m2 surveyed as an activity on GOIMS on a monthly basis/after survey tasks are approved.
- Create and develop data collection tools using Survey123.
- Maintain internal Information Management systems to ensure accurate and efficient collection and storage across a range of operational data.
- Management of data in HALO’s Global Operations Information Management System (GO-IMS).
- Establishing a clear data flow with stated quality assurance and control mechanisms to ensure accuracy design and implementation of mobile data collection forms and data flows to assist efficient and effective field-level operations.
- Develop database reporting tools using views/queries in PostgreSQL.
- Design and maintenance of programme databases and datasets as required.
- With the Programme Officer, designing and implementing suitable Monitoring and Evaluation tools to assist the programme to understand the humanitarian impact of its operations.
- Designing and implementing training sessions in the use of physical and digital/mobile data collection techniques.
- With Operations Management, quality control of all operational data from mine clearance, explosive ordnance risk education, explosive ordnance disposal, and other activities.
- Ensure HALO operational data is submitted accurately and on time to Information Management System for Mine Action (IMSMA), the national database owned by the Ethiopian Mine Action Office.
- Manage all data reporting obligations to authorities, donors and other third parties.
- Use other platforms (e.g.Power BI) for monitoring and evaluation of HALO operations and internal data and metrics.

About You
Person Specifications
- Bachelor’s degree in computer science, Information Systems, GIS or related discipline. Lower level of education with relevant experience may be considered.
- Experience managing large relational databases (e.g. PostgreSQL, SQL Server, Oracle, MySQL etc)
- Advanced SQL database querying skills.
- Understanding of Database architecture and design
- Minimum of 5 years relevant work experience relevant to databases
- Spoken and written English
- IM, ICT or data management experience within INGO or commercial sector
- Excellent interpersonal and analytical skills with meticulous attention to detail
- Ability to work effectively in a team in a culturally diverse environment.
- Ability to work well under stress and in a fast-paced environment.
- Strong communication skills
- Excellent time management skills and ability to multi-task and prioritize work.
- Strong organizational, planning, and problem-solving skills.
