Invitation to Bid: – Assessment of Relevant Policies, Implementation Gaps, and Implications for ILM, Forestry, Biodiversity, and Climate Change

Job Description

Farm Africa is an international NGO founded in 1985, with a vision to ensure a prosperous rural Africa. It is a specialist development NGO working with smallholder farmers and forest communities, local governments, and the private sector in Ethiopia, Kenya, Uganda, and Tanzania. The organization is an expert in the fields of agronomy, livestock, natural resources management, and market engagement. With community engagement underpinning our approach, we design and implement sustainable solutions to rural poverty based on evidence and best practices.

About You

Farm Africa is seeking proposals from eligible and qualified consultants to conduct a policy analysis aimed at identifying potential gaps in relevant policies, their implementation, and the implications for integrated landscape management, forestry, biodiversity conservation, and climate change mitigation and adaptation..

Interested bidders should collect the TOR directly collect from the Farm Africa Ethiopia office or request via GetachewB@farmafrica.org between August 12-20 2025.

You will be submitting their Technical and Financial proposals in two separate files duly marked as “Technical” and “Financial” proposals with stamp and signature. The document must be delivered to the email: ethprocurement@farmafrica.org on or before 5:00 PM 21 August ,2025.

  1. All team members should possess advanced degrees (MSc and above) with at least one member (preferably a team leader) with a PhD in Policy Studies with focus on one or more of the four thematic areas (forestry, climate change, ILM, and biodiversity conservation).
  2. Experience and proven track record in conducting policy analyses, stakeholder engagement, and facilitation of workshops.
  3. Strong analytical skills and ability to synthesize complex information into clear and actionable recommendations.
  4. Familiarity with the Ethiopian policy landscape and relevant international frameworks is advantageous.
  5. Excellent language and presentation skills You shall submit all the legal documents (renewed Trade License, Registration, TIN, VAT/TOT certificates)
  6. You shall clearly state their unit price and total price including VAT/ToT in ETB properly signed and stamped.

Bid proposals will be opened by Farm Africa Procurement Committee. You will be notified whether your proposals are considered based technical and financial evaluation.
