Qumen Women’s Development Association (QWDA) is a women-led Ethiopian NGO founded in 2006 and headquartered in Jijiga, the capital of the Somali Region. QWDA empowers marginalized women and girls through gender equality initiatives, reproductive health programs, GBV prevention and response, HIV/AIDS interventions, and socio-economic development.

QWDA has successfully implemented impactful, donor-funded projects across the Somali Region, reaching thousands of women and girls. The Association is committed to transparent, inclusive, and merit-based recruitment that ensures fairness and equal opportunity for all candidates. QWDA is currently implementing a UNICEF-funded GBV project in Fik Woreda, targeting IDPs and host communities.

QWDA is seeking a qualified and experienced individual to fill:

1. GBV Program Manager

Duty Station: Fik Woreda, Erer Zone, Somali Region (with HQ support from Jigjiga)

Reports to: Executive Director

Employer: Qumen Women’s Development Association (QWDA)

Contract Type: Full-time, 12-month contract (renewable)

Major Duties and Responsibilities:

  • Provide strategic direction and leadership for the overall design, implementation, and monitoring of the GBV project activities.
  • Lead, coordinate, and supervise GBV project implementation.
  • Ensure survivor-centered and rights-based approaches.
  • Oversee project staff and operations.
  • Develop work plans, budgets, and schedules.
  • Liaise with stakeholders and partners.
  • Prepare high-quality periodic and final narrative and financial reports for donors and QWDA leadership.
  • Conduct regular field visits to monitor program quality and ensure compliance with QWDA and donor standards.
  • Represent QWDA in coordination platforms.
  • Strengthen staff capacity and facilitate learning.

About You

Qualifications and Experience:

  • Master’s or Bachelor’s degree in Gender Studies, Social Work, Public Health, Development Studies, or related field from a recognized university. Additional training in project management, GBV case management, or humanitarian programming is highly desirable.
  • 5+ years of GBV/protection programming experience, with at least 2 years in a managerial role.
  • Proven experience in managing donor-funded projects, particularly with international donors such as UNICEF, UNFPA, USAID, or EU, including proposal development, donor reporting, and compliance.
  • Familiarity with the GBV Minimum Standards, Inter-Agency GBV Guidelines, and national coordination frameworks including GBV sub-clusters and government-led protection systems.

  • Minimum 3 years of experience in GBV programming.
  • Proven experience implementing GBV programs funded by international donors such as UNICEF, UNFPA, or others, including activity planning, coordination, and reporting.

  • Ensure compliance with QWDA, donor, and Ethiopian government financial regulations.
  • Support procurement and logistics related to project activities.

About You

Qualifications and Experience:

  • Bachelor’s degree in Accounting, Finance, Business Administration, or related field from a recognized institution. Certification in financial management, grant accounting, or auditing is an added advantage.
  • Minimum 3 years of progressively responsible experience in finance, accounting, or grant management within an NGO or donor-funded project. Experience preparing financial reports, audits, and budget forecasts is essential.
  • Experience working with international donors (UNICEF, UN agencies, etc.)

About You

Qualifications and Experience:

  • Diploma or Bachelor’s degree in Social Work, Psychology, Sociology, or a related social sciences field. Specialized training in psychosocial support, community counseling, or gender-based programming is an asset.
  • Minimum 2 years of experience delivering psychosocial support, counseling, or child protection services in humanitarian or community development settings. Prior experience working with IDPs, returnees, or GBV survivors is a strong asset.
