Job Summary
The JEOP MEAL Coordinator will be responsible for handling the MEAL tasks of the Joint Emergency Operation/WFP. S/he will also be responsible for building the capacity of JEOP/WFP staff on MEAL-related activities. The position holder undertakes post-distribution monitoring surveys immediately after the completion of the food and cash assistance distribution. S/he will be responsible for ensuring the proper documentation of periodic reports in compliance with SMILER guidelines. S/he will also carry out the learning assessment and document the best practices. He/she will also be engaged in Regional Technical Working Group Meetings organized by the donor; participate in baseline and end-line surveys and review reports from the field offices.
Principal Responsibilities
Key Result Area # 1 Capacity Building and Training
1. Provide M&E technical assistance to the JEOP & WFP program in the collection and analysis of quantitative and qualitative data;
2. Organizes training materials on M&E tools, SMILER, DQA, PDM, etc, in collaboration with the JEOP MEAL manager
3. Facilitates training and workshops organized at regional and zonal levels for the JEOP program staff
4. Trains enumerators who would be involved in both paper-based and digital data collection
5. Provides induction to newly hired JEOP project staff on the JEOP MEAL system
Key Result Area # 2 Monitoring, PDM, and DQA
6. Conduct joint field monitoring in collaboration with government key stakeholders
7. Undertakes quarterly post-distribution monitoring surveys in all operational woredas
8. Conducts field monitoring to check whether the planned activities are on the right track or not
9. Host monitoring team both from head office and consortium lead
10. Facilitate data quality assurance assessments in all JEOP operations
Key Result Area # 3 Evaluation and Assessments
- Prepares terms of reference for periodic assessments in consultation with head office MEAL staff
- Ensure that grant-funded programs comply with donor monitoring and evaluation requirements for performance measurement and results reporting;
- Undertakes feasibility study of JEOP cash top-up for transportation and cash in lieu of food appropriateness
- Facilitates and supervises the implementation of JEOP annual result surveys
- Host external evaluators /consulting firms whenever JEOP 2.0 evaluations are done in all operational woredas
Key Result Area # 4 – Reporting and Documentation
1. Collects periodic JEOP reports from all operational woredas, consolidates and submits to head office
- Analyze PDM survey data and produce reports which s/he is supposed to submit to head office in a timely manner
- Properly documents periodic reports, PDM survey result reports, field monitoring reports, and reporting guidelines
- Follow the reporting guidelines, summarize the PDM reports, and timely submit them to the head office
Key Result Area # 5 Compliance and Program Delivery
1. Provides monthly updates on the performance of program delivery measurement tools [wL3, Smart sheet, & MS dynamics]
- Leads the Annual Operation Plan [AOP] preparation of all JEOP/WFP Projects
- Ensures the proper implementation of the Monitoring, Evaluation, Accountability, and Learning system as per the donor requirement
- Strictly follow the monitoring and evaluation systems stated in the USAID/WFP guideline for JEOP/WFP and follow the project proposal documents,
Key Result Area # 6 Other Activities
1. Engages in the field visits of emergency response projects as deemed necessary
2. Closely work with JEOP/WFP regional and zonal key stakeholders on MEAL-related activities
3. Perform other tasks as assigned by the supervisor.

Safety & Security Responsibility
⮚ Encourages compliance of Safety and Security principles and policies of the organization by all staffs;
⮚ Visiting project Offices and operational areas periodically to meet staff and making sure that all staff members are aware of the safety and security procedures;
⮚ Explains to staffs the reasoning behind the organization’s safety and security policies and procedures
⮚ Organizing local training sessions, such as First Aid, Fire Safety, and Defensive Driving for staff members. If possible, he/she should conduct briefing and training sessions himself/herself;
⮚ Ensures that safety and security objectives are added to performance reviews and evaluations of all staff members;
⮚ Encourages staffs to adopt safe and secure practices. Ensuring that updated personnel information related to safety (Record of Emergency Data) and security management are kept in Human resources.

Experience & Education
⮚ Six years related experience in the field of Emergency Relief program specifically in NGO settings
Education/Certifications
⮚ Education: BA / BSc in Agriculture, Rural Development, Development Studies, or other relevant field of study required. A post-graduate degree is preferred,
⮚ Work Experience: Minimum of 6 years relevant work experience in the field of Emergency Relief program specifically in NGO settings out of which 3 years in coordination & M&E roles for major donors. Six years related experience
⮚ Skills: Strong computer skills including proficiency in database and MS Office suite, Strong analytical, good communication, and interpersonal skills
⮚ Knowledge of digital data collection tools such as ODK and KoBo toolbox is an added value
Distinguishing Competencies
⮚ Strong computer skill and knowledge in the area of MS word, MS Excel, MS Access, PowerPoint and email communication.
⮚ High level of initiative taking.
Language
⮚ Proficiency in both spoken and written English. Ability to write reports and business correspondence. Knowledge of local language of the intervention area is preferred.
