Job Description

The M&E Coordinator will act as the Monitoring and Evaluation (M & E) focal person for SP Ethiopia, providing technical guidance and oversight for the design and implementation of M & E plans in the country. The Monitoring and Evaluation Coordinator will oversee and manage M&E officers in field locations and will work under the direction of the Deputy Country Director and program development officer to ensure that M & E indicators are met for mobile medical activities and assist in the collection of surveillance and health data and health facility status from targeted woredas.

Job Requirements

Key Responsibilities

§  Compile briefings on all M & E related activities for active programs as necessary to update the HQ and SMT

§  Work with program managers in designing M&E systems for measuring the success of their projects

§  Oversee team of M&E Officers based in field locations. Frequent travel may be necessary.

§  Develop and maintain an effective information database on projects, providing resource and necessary support for program inputs and outputs.

§  Train and assist Program Managers to implement realistic monitoring plans that capture quantitative and qualitative data for comparison against project’s targets

§  Train and/or lead in rapid or baseline assessments to inform future program design and inform local/regional officials on data updates and gaps.

§  Advise on analysis of project data using international tools and methodologies and conduct advanced statistical analysis when required.

§  Support Program Managers in the production of quality and accurate reports (quarterly, annual, final) in a timely manner to field level conditions and programming progress, tracking results through progress reports against indicators and assist in developing data entry, storage and analysis templates for project monitoring.

§  Conduct capacity building of staff on M & E topics to ensure compliance with donor standards.

§  Draft tools and their revisions as well as data collection procedures (eg. logical framework, project performance tracking, indicators, data flow chart, M&E manuals)

§  Design survey instruments for baseline surveys, end line assessments and KAP studies.

§  Assist with collection of surveillance data from Woredas

§  Help identify barriers to the routine reporting of health data from health centers to regional and local health bureaus.

§  Travel will require between Tigray and Woldia/NorthWollo

§  Performs all other duties deemed necessary by the management.

Provide M&E support to the Senior Consortium Coordinator for the compilation and completion of donor reports.

Education / Experience Needed

§  Master’s degree in Economics or Statistics, or other development related subject preferred.

§  Three (4) years’ experience in leading programming, monitoring and evaluation functions in an international NGO or donor organization.

 Skills Required

 §  Computer skills especially in statistical analysis using SPSS, MS Access, STATA, Excel, Epi Info, among others.

§  Demonstrated ability in data collection, management and analysis.

§  Previous managerial experience.

§  Understanding of survey methodology, and experience implementing surveys with various sampling methodologies (cluster, LQAS, etc.)

§  Experience in proposal development and grant management.

§  Good knowledge of project cycle management and development.

§  Demonstrated communication and analytical skills.

§  Good understanding and working experience of development and emergency programing approaches.

§  Proven track record as a community trainer and capacity builder in M & E using a wide variety of training methods, facilitation and capacity building strategies, and organizational development.

§  High-level expertise in Results-Based management, Logical Framework Analysis, and Result-Based Performance Monitoring and Evaluation.

§  Fluent in Amharic and relevant local language.  Proficiency in English is required
