Job Description

Main Purpose of Job
The MEL Officer will be responsible for leading monitoring, evaluation and learning activities at the cluster level that include collection of youth intake and training data, facilitating data entry to the project database, synthesizing project data and facilitating data use practices for decision-making by the cluster program team and stakeholders. Additionally, the MEL Officer will provide capacity-strengthening training to the cluster project staff on monitoring and evaluation, conduct supportive supervision to the study woreda and kebele implementation teams, facilitate review meetings to share learnings, and collaborate with the central RME&L teams to generate evidence for adaptive implementation.
Data Entry
- Conduct data entry of the project data into database which will be collected through paper-based formats from woreda and kebele implementation teams and other stakeholders.
- Make sure that timely submission of reports and monitoring data by woreda implementation teams (WIT) and kebele implementation teams (KIT)
Data Quality Assurance
- Make sure that the required data quality is maintained in both hard and soft copies
- Checks the accuracy of data entered corresponding fields of hard and soft copies of data collection tools,
- Make sure appropriate corrections are taken in a timely manner for data that compromises data quality assurance
- Ensure the process of data entry is made on appropriate and functional data collection tools that are in use
Data Management and Documentation
- Properly document and manage regular paper-based reports and source documents as well as softcopy of project data
- Safeguards data with regular and continuous backups to ensure data protection and security
- Synthesize project data and use for decision making by project cluster team
Monitoring
- Facilitate pause and reflect sessions, and review meetings in collaboration with other project staff
- Conduct supportive supervision as needed
Capacity strengthening of cluster project staff on MEL
- Provide training to the cluster program team and other stakeholders on monitoring, evaluation and learning
- Provide training and technical assistance to data entry clerks
- Supervise data entry clerks

About You
Minimum Requirements:
- Minimum master’s degree in Statistics, Computer Science, IT or other related fields
- Familiarity in database management
