Job Description
The Ethiopian Center for Disability and Development (ECDD) is committed to promoting the rights and opportunities of persons with disabilities through policy advocacy and the mainstreaming of disability inclusion in service delivery, development programs, and humanitarian actions, in partnership with other organizations. Re-registered in 2019 under the new Civil Societies Proclamation № 1113/2019, ECDD is dedicated to fostering an inclusive Ethiopia where persons with disabilities exercise their human rights and have access to mainstream services and opportunities on an equal basis with others.
ECDD is partnering with CBM to implement a project titled “SHIRE: Support for Health, Inclusion, and Rehabilitation Efforts” (SHIRE: Salute, Inclusione e Riabilitazione), funded by the Italian Agency for Development Cooperation (AICS). The overall objective of the project is to strengthen the Ethiopian health system by improving the quality of life and resilience of people with disabilities in Tigray, especially in the face of multiple shocks.
The specific objective of the project is to ensure access to free, high-quality rehabilitation services, basic assistance, and social inclusion for people with disabilities in Shire Town, Tigray Region.
Currently, ECDD is seeking a competent and qualified Multipurpose Cash Assistance (MPCA) Officer for the SHIRE Project, based in Shire Town, Tigray Region.
DESCRIPTION OF TASKS
The MPCA expert reports to Humanitarian Aid & Emergency Response Project Coordinator, ECDD Program Director and Deputy Program Director, and is responsible for the Support in the planning, implementation, and monitoring of multipurpose cash assistance program and other humanitarian and emergency project activities in the project target area.
Specifically, the MPCA expert will:
- Together with the project coordinator and other project staff, the MPCA officer will establish a multipurpose case assistance committee and ensure its effectiveness by closely working with the committee
- Outreach, communication and registration of beneficiaries/ right holders for Multipurpose cash assistance, sanitary kit, and assistive devices
- Conduct continuous follow-up and household visits as part of post-distribution monitoring of cash transfers (PDM).
- Work closely with and provide technical guidance on disability mainstreaming to collaborating government bodies, project consortium partners and CSO partners providing humanitarian relief in the target area
- Establish or strengthen strong networks with the key partners engaged in humanitarian relief in the project target area
- Facilitate workshops and various capacity building trainings on disability inclusive humanitarian action,
- Distribute training materials and checklists for disability inclusive humanitarian support, particularly targeting OPDs, persons with disabilities, IDP and local communities.
- Facilitate the identification, measurement and distribution of assistive devices for persons with disabilities in the project target area
- Facilitate the detailed mapping (both quantitative and qualitative) of persons with disabilities, OPDs and their needs in Shire by external consultant
- Design rapid assessment tools and new activities to ensure disability inclusive humanitarian aid and emergency relief actions are properly undertaken in the project target area
- Facilitate the disability inclusive awareness training (DIAT) to be provided for Sohol hospital staff, OPDs, and other project stakeholders in the project target area
- On behalf of ECDD, engage in inclusive humanitarian aid and emergency response platforms in the project target area
- Ensure the proper project relevant data collection, maintenance, analysis and distribution on a timely basis
- The MPCA officer will work in close collaboration with other project team members, the emergency team and field offices, and relevant program and cross-cutting sections, along with external partners and stakeholders.
- Ensure respect and compliance of ECDD’s policies including Child Protection and Child Safeguarding Policy, Prevention of Sexual Exploitation and Abuse [PSEA] policy, Anti-fraud and anti-corruption policy,
- Ensures that beneficiaries, IDPs and community members are informed about ECCD’s safeguarding policies;
- Undertake such other tasks as may be assigned by the Project coordinator, Program Director, Deputy Program Director, and/or the Executive Director.
About You
Required Qualifications, experiences, and competencies
- Education – minimum BA/ MA degree in Social Studies, Development Studies, Economics, or other related social science field
- Professional experience in humanitarian relief and emergency aid projects, involving MPCA and sanitary pad distribution.
- Previous experience in providing humanitarian support to persons with disabilities and other vulnerable groups highly desirable.
- Strong understanding of protection issues in conflict as well as protracted emergency settings, knowledge and commitment to core humanitarian standards, principles
- Previous experience in conducting data collection and analysis of rapid assessments
- Prior experience of the project target area is a plus
Skills
- Good understanding of donor and local regulations and compliance management
- Previous professional experience working with persons with disabilities and their organizations desirable.
- Excellent interpersonal relationships and teamwork
- Excellent communication skills
- Able and willing to travel frequently to project target areas
- Competence in the use of computer applications
- Advanced communication in English, Tigrigna, and Amharic and/or Ethiopian Sign Language is required, and knowledge of other Ethiopian languages also desirable.
