National Consultant to Pilot the Implementation of UNODC new Statistical Framework in Senegal

  • 6 months

Under the supervision and guidance of the African Centre for Statistics of ECA (ACS), UNODC and UNWOMEN based in Dakar will deliver the following:
  • (i) Inception report that contains a literature review, findings on the situation of feminicide in Africa, data issues and initiatives undertaken at regional and global level to improve methodologies and data availability in the areas. The inception report should describe the process and methods that will be used for the assessment of the feminicide institutional capacity and data availability of Senegal, How issues identified will be addressed to improve data and how how to improve data collection on feminicide in order to have a baseline.
  • (ii) Trainings and meetings report
  • (iii) Develop an assessment report in line with guidance provided in UNODC framework
  • (iv) Work with national stakeholders in order to provide them technical support in the implementation of various activities of the project including: (i) bilateral meetings for data assessment with various stakeholders; (ii) Workshops on data improvement; (iii) Data collection; (iv) Consolidation of the results of the data assessment in a report; (v) Organization of final workshop on the presentation of the report and short analytical brief’ (v) Action plans and work to generate to address issues identified during the assessment and delineate a list of activities to improve data on femicides; (vi) Work in collaboration with national stakeholders to collect data on femicides in order to have a baseline figure for the number of victims of femicides in the last few years.

  • The national consultants must hold Advanced University degree (Masters Degree) in Statistics, Demography and Gender Statistics, or any other relevant field of social sciences with strong knowledge and experience in feminicide.
  • A first-level university degree in combination with ten years qualifying experience may be accepted in lieu of the advanced university degree.
  • He/she must have sound knowledge and experience in gender mainstreaming into national statistical system and/or experience in the collection and analysis of crime and criminal justice data.
  • He/she should have a minimum of five years of progressively responsibilities professional experience in the field.
  • He/she shall have ability to conduct an assessment of data gaps, draft an action plan to improve the collection of femicide data and collect the data needed for establishing a baseline figure on femicide He/she must have sound knowledge and experience in gender mainstreaming into national statistical system and/or experience in the collection and analysis of crime and criminal justice data. He/she should have a minimum of five years of progressively responsibilities professional experience in the field
  • English and French are the working languages of the United Nations Secretariat.
  • For the consultancy, fluency in oral and written in the country official language (French ) is required.
  • Knowledge of English as second language is an advantage
