Job description

The Ethiopian government has set itself the goal of achieving middle-income country status by 2025. The massive expansion of the education sector should provide the national economy with employable graduates and at the same time give the rapidly growing young population a perspective. The goal of the “Sustainable Training and Education Program” project is therefore to increase the employability of TVET graduates, jobseekers and self-employed, especially of females. The project advises the various ministries and its subordinate authorities and private sector at federal and regional level aiming at improving mechanisms to steer and implement a demand-driven TVET system, increasing capacities of TVET personnel to lead and implement demand-driven TVET, expanding employment-oriented training offers for different target groups and encouraging business sector to play are more active role in TVET and employment promotion.

Your tasks

  • Provide technical advice to the Programme and national partners on topics of policy and governance reforms within the context of Ethiopian TVET sector
  • Analysis of issues related to the ongoing TVET sector reform in Ethiopia and recommendations on policy questions and issues
  • Prepare policy briefs, memos and other documents outlining policy assessment and recommendations
  • Proactively outline problem areas and bottle necks for analysis and discussions
  • Use knowledge of statistical and economic methods to derive high quality quantitative information from available data and form conclusions as well as policy recommendations
  • Respond to requests for data, economic information, and research assistance on respective focus area
  • Coordinate with other staff, line ministries and external consultants, and stakeholders to assess policies and regulatory framework and outline recommendations and policy options

Your profile

  • University degree in economics, social sciences, or another relevant discipline
  • Several years of relevant professional experience, preferably gained abroad, in the field of advising on TVET policy and governance related reforms, employment promotion, employment-oriented qualification, vocational training or cooperation with the private sector in the field of education
  • Solid understanding of approaches to practice-oriented vocational training and knowledge about key actors
  • Proven experience in development cooperation, show distinctive conceptual and strategic skills and have diplomatic skills in difficult partner contexts
  • Fluent in German and English
