BACKGROUND:
The Ethiopian Agricultural Transformation Institute (ATI), formerly known as the Agricultural Transformation Agency (ATA), is a strategy and delivery-oriented government institute created to help accelerate the growth and transformation of Ethiopia’s agriculture sector, which is a key contributor to the country’s GDP, exports, and workforce. The ATI’s work is centered on improving the livelihoods of smallholder farmers (SHFs) across the country for improved income, inclusiveness, resilience, and sustainability.
The ATI works to transform the agriculture sector in Ethiopia by conducting policy and analytical studies, providing technical implementation support and capacity building, coordinating. platforms to better integrate partners and projects and designing and directly leading several innovative/pilot interventions. The Institute joins forces with various stakeholders, including policymakers, researchers, farmers, and development partners, to support the implementation of agricultural development programs and initiatives. In addition, the ATI collaborates with national and international partners to facilitate knowledge exchange and learning opportunities. The Institute plays a crucial role in generating and disseminating information to support evidence-based decision-making in Ethiopia’s agricultural sector.

POSITION SUMMARY:
Under the direct supervision of the Regional Operation Director, the Procurement Officer is responsible to execute and facilitate procurement of goods, services and works required for ATI’s program and operational needs in accordance with the policies and procedures of ATI, Government Public Procurement, World Bank and other donor Procurement requirements and guidelines.
DUTIES AND RESPONSIBILITIES:
Support Regional Operation Director to ensure effective service delivery:
- Review Specification for goods/Terms of Reference for service before commencing the procurement process.
- Examine and re-evaluate existing contract agreements and report to a concerned Regional Operation Director when there are any deviations.
- Assist in the preparation of consolidated procurement requests and detailed procurement plan.
- Assist the Procurement team in performing risk management regarding supply contracts and agreements.
- Assist in managing the procurement team including setting targets and monitoring performance.
- Provide support to senior procurement officers and assistants in preparation of bid documents, contract agreements as well as bid evaluation. Regularly update procurement status on the ERP to make sure Service Level Agreements are met.
- Review and submit periodic procurement status reports on timely basis.
- Assist in the identification of new work areas including the sourcing of new suppliers, methods.
- Update vender list periodically to meet the requirements of the Institution.
- Follow up the implementation of procurement contracts.
- Assist in presentation of procurement evaluation report to Procurement Endorsing Committee
- Perform any other duties assigned to him as deemed necessary by his immediate supervisor.
Required qualifications, competencies, skills, training, and experience:
- Minimum bachelor’s degree in management, purchasing and supplies management, logistics or other relevant studies.
- At least 4 years (with Bachelor’s) or 2 years (with Master’s) of related experience (recent experience as Procurement Officer a plus)
- Knowledge and experience of Government, World Bank, USAID, UN Agencies and other donors’ procurement procedures and practices
- Experience working in donor financed project(s) is a plus.
- Good knowledge of supplies management software and ERP is a plus.
- Experience in collecting and analyzing data.
- Ability to establish and maintain effective working relationship.
- Ability to work in a multi-cultural environment.
