Job Description

The Program Financial Manager (FM) plans and manages the overall financial flows and resources of assigned program activities and keep accuracy of all accounting records, monitoring and budgeting to see to the program’s financial viability. The Program FM ensures to keep a transparent, safe and organized system, with input from assigned program’s Operation Director, COP, Programs Managers, Sr. Finance Manager, Grants Manager, and other operation team. Provide timely financial information to facilitate the efficient operations, activities and decision making, serve as the subject matter expert for Finance & accounting and ensure compliance with donor rules and regulations, as well as AMREF internal policies and procedures.

Ultimately, the program financial manager possesses skills across financial, compliance, strategic, analysis and planning matters, helping to bring all of these elements together so that assigned Program SMT can make informed intelligent and factual business decisions

The Program Finance Manager is responsible for internal and external project reporting, and proactively monitors budget variances for corrective actions as may be required.  Collaborating closely with the disbursement accountant and the Logistics & Procurement team, the finance Manager acts as the initial reviewer of all organizational procurements, providing guidance to purchasers on compliance requirements and best practices for the full procurement life cycle

Key Responsibilities

  • Ensures budgets are input timely and accurately
  • Consolidate and analyze financial performance to identify key operational drivers against forecasts and budgets
  • Lead monthly performance reporting and forecasting meetings for program SMT
  • Maintain project financial report on a monthly, quarterly and annual basis to include historical actuals, current month status and forward projections
  • Continually refine the project financial model and estimating techniques employed to produce accurate estimates and projections
  • Communications skills and ability to interact successfully within the organizational structure
  • Highly proficient in analytics, research, and management reporting at a senior leadership level
  • Financial management of all contracts to performance within cost, schedule and management constraints
  • good communication skills and the ability to effectively communicate finance-related information
  • Work cross-functionally with other areas of the organization to manage programs finance effectively
  • Assists in the compilation of annual workplan budgets
  • Lead on the delivery of a range of financial planning, management and reporting services required by funders, partners, management and program team to the required Amref standards.
  • Responsible for providing relevant, accurate, complete, and timely financial accounting and management information in line with Amref and funder’s requirements.
  • Act as the key finance business partner to SMT across the operations.
  • Ensure compliance with all relevant local statutory regulations, including tax-related legislations, foreign exchange policies, etc.
  • Assist with systematic and ad-hoc analysis of project costs as a basis for evaluation, budgeting and operational research studies.
  • Seek ways to improve timeliness and quality of service provided by finance and assist in systems improvement.
  • Focus person for donor-based audit
  • Participate in internal audits as scheduled and in external audits by providing auditors with accounting documents as requested and providing explanations for audit queries.
  • Maintains donors’ records in the electronics files for audit-readiness.
  • Alerts management to any financial or contractual compliance issues.
  • Provides guidance to project implementing staff and partners as needed on general financial policies and procedures, forms utilization, and expense reporting best practices for audit-ready submissions to Finance.
  • Provides general support to the work of the Senior Finance Manager, Operation Director, and Country Director as may be required.

Qualifications

    • MA degree in Accounting, Finance or related field.
    • Minimum 10 years of relevant experience in the areas of financial and project management expertise.
    • Experience on USAID award Management
    • Experience dealing with complex budgets.
    • Strong interpersonal and relationship-building skills
    • High level of analytical and interpretative problem solving.
    • Computer literacy, including facility with Word, Excel, and other Microsoft Office applications
    • Ability to develop and implement solutions independently
    • Excellent understanding of systems and procedures for sub-grant management
