BACKGROUND:

Assisting 152 million people in around 120 countries and territories in 2023 alone, the World Food Programme (WFP) is the leading humanitarian organization saving and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience. With its logistical and supply chain expertise, WFP delivers food and other assistance to those in most need and on behalf of other humanitarian actors. WFP’s efforts focus on emergency assistance, relief and rehabilitation, development aid and special operations.

In Ethiopia, WFP is working with the Government and other humanitarian partners to respond to immediate emergency and humanitarian needs of over 15.8 food insecure people in only 2024, while strengthening the resilience towards a prosperous country. WFP’s Country Strategic Plan 2020-2025 is stemmed on the commitment to strengthen the Government of Ethiopia’s capacity as first responder.

Ethiopia CO seeks to fill the position of Programme Associate: Knowledge Management based in Addis Ababa, Ethiopia who will work under the general supervision and guidance of Monitoring & Evaluation Officer: Planning, Reporting and Data management and subquently Head of Research, Assessment and Monitoring. Monitoring Associate (Knowledge management) will lead and coordinate the identification knowledge and learning gaps, ensure information and knowledge is documented, archived and easily retrieval; facilitate the utilization of learnings, and replication of best/tested models; coordination of cross-learnings and leading the design and implementation of learning or research agendas for country strategic plan, project and other related programmes; and supporting with other monitoring and evaluation tasks such as issue management and risk-management.

JOB PURPOSE

To provide support to policy and programme activities that effectively meet food assistance needs and support in fostering a learning culture and organization where knowledge is captured, documented and retained, used for organizational learning and translated for decision-making.

DURATION: 6 months

REPORTING LINE: M&E Officer: Planning, Reporting, Compliance and Data Management

KEY ACCOUNTABILITIES/RESPONSIBILITIES

  • Develop and Coordinate Country-specific Knowledge management strategy: Lead the development of the country-specific knowledge management strategy, standard operating procedures, blueprints, and business processes aimed at inculcating learning and knowledge management culture within WFP. Strategies will be informed by periodic assessments and shall complement the Country Strategic Plan commitment on learning. Support the implementation of the strategy, and SOP, review and update the SOPs and Strategies regularly.
  • Develop and coordinate learning and Research agendas: In collaboration with the cross-functional units, develop learning/research agendas for CSP, projects and programmes to close knowledge and information gaps to harness evidence-based programme design and coordination. Support the execution of the learning and research agendas through other subunits under the Research, Assessment and Monitoring unit.
  • Knowledge content creation and management: Coordinate the content creation incl. documentation of lessons learnt, best practices, after-action reviews, tacit knowledge capturing (blue-chair sessions) among others for Units and field office, ensure content is documented and shareable through bulletins, magazines and other channels.
  • Management of Knowledge & Document repositories (SharePoint and Hub): Working with Field Office, and other Unit knowledge management to ensure knowledge management system is update with relevant information by screening and uploading new content as per the available content management guidelines in line with advisories with the Headquarters and Regional Bureau.
  • Champion knowledge dissemination and utilization: Identify relevant knowledge dissemination channels for units to share their content including but not limited to knowledge sharing café, cross-learning sessions, multimedia contents. Improve outlook and presentation of reports and ensure dissemination internally and externally incl. Government, donors and cooperating partners. Lead and oversee Ethiopia CO knowledge sharing efforts with the rest of WFP, including representing Ethiopia in WFP and UN-wide IM and KM initiatives and meetings.
  • Foster learning culture across the organisation: Identify knowledge management  support staff at the country office and field office level, provide advice, guidance and training, to ensure individual and teams adopt and execute learnings in accordance to the strategies, agreed standards and timelines.
  • Collaborative learning and knowledge sharing: Nurture relationships and support partnership-building with local partners, agencies, NGOs and government institutions to advance sharing of knowledge, evidence and information and to ensure efficient delivery of food assistance.
  • Support other monitoring and evaluation tasks: Support the monitoring subunit under the research, assessment and monitoring unit to coordinate the issue escalation and management, risk-based monitoring framework (for determination of the countrywide monitoring coverage), capacity strengthening and provision of oversight on quality of monitoring and evaluation mandate at the grassroots level.
  • Perform other duties as required.

 

QUALIFICATIONS & EXPERIENCE REQUIRED

 

Education:

Completion of secondary school education. A post-secondary certificate in the related functional area, preferably Information Technology and Communication, Data Science, Business Management, Public Administration, etc.

 

Experience:

  • Six years of relevant work experience in a humanitarian organization and operational implementation. Experience handling complaints, identifying issues, and passing issues on to third parties to resolve as part of a community feedback system. Data entry and management experience.

Competencies

  • Information and Data management (Document management, using eLibraries and other online channels);
  • results-based management principles and practices, WFP’s corporate accountability framework;
  • Proven knowledge, abilities, and skills in the areas of Knowledge management, and reporting systems;
  • Create/use digital media and data visualization platforms, particularly Tableau;
  • Database management;
  • strong stakeholder management and engagement and coordination.

Knowledge & Skills:

  • Proficiency in Windows, MS Office (Word, Excel, PowerPoint, Outlook)
  • Strong command of English in both written and spoken
  • Graphics and Multimedia management (Creative and Critical thinking)
  • Excellent reporting, document
  • Behavioral competencies such as Leadership, Action Management, Client Orientation, Cognitive Capacity, Innovation, Partnering and Teamwork.

Language:                               

  • Fluency in both oral and written communication in English language,
