Job Description

The Ethiopian Lawyers with Disabilities Association is the first-ever professional association of persons with disabilities bringing together lawyers engaged in policy review and analysis, attorneys, prosecutors, judges, legal advisors and students with disabilities studying law in different parts of the country. Currently, ELDA has 240 active and registered members with in the nation. The Ethiopian Lawyers with Disabilities Association (ELDA) was formed in November 2019 being the first-ever professional association of persons with disabilities. The association was initiated by eight like-minded lawyers with disabilities and registered by the Ethiopian CSO Agencies with the certificate no. 4620 on December 19, 2019.

ELDA works to ensure the full promotion, protection and respect of all rights for all persons with disabilities in Ethiopia. The UNCRPD is the basis of our work and we work to enhance the direct and indirect participation of persons with disabilities in the justice system including as witnesses, in all legal proceedings, at investigative and other preliminary stages.

ELDA is about to implement a project called “Equal Rights in Action Fund” funded by National Democratic Institute (NDI). Therefore, ELDA seeks to hire a Program Monitoring & Evaluation Manager. For this position, ONLY candidates meeting the following minimum criteria will be considered.

 

Key Responsibilities:

Develop and Implement M&E Systems:

  • Lead the development and ongoing improvement of an M&E system and tools to track progress, collect data, and generate meaningful insights.
  • Design and implement qualitative and quantitative data collection methods.
  • Coordinate the implementation of M&E plans and systems across all projects. Program Monitoring and Evaluation:
  • Advice and support program teams in the selection of relevant indicators.
  • Conduct regular program monitoring and evaluations, including baseline assessments.
  • Analyze program data to identify trends, challenges, and areas for improvement.
  • Ensure timely and accurate reporting on program achievements, challenges, and lessons learned. Stakeholder Engagement:
  • Facilitate the active participation of stakeholders (beneficiaries, partners, etc.) in program implementation and monitoring.
  • Ensure transparency and inclusivity throughout the program cycle.

Resource Management:

  • Oversee the timely and efficient use of program resources to achieve project targets.
  • Ensure compliance with donor agreements and reporting requirements.
  • Actively engage in fundraising efforts, including proposal development and identifying relevant funding opportunities

Knowledge Management:

  • Identify, document, and disseminate best practices and lessons learned across the organization.
  • Perform other duties as assigned by the Executive Director.

Duration 10 months contract

Location Addis Ababa

Salary Range Basic Salary 50,000 Birr plus Transportation and communication

Allowance 2200 and other benefit

 

About You

Minimum Qualifications:

Education: 

  • LLM (Master of Laws) or BA/MA in Sociology, Economics, Development Studies, or other related field

Experience:

  • At least 5 years of professional experience in program management, monitoring, and evaluation (M&E).
  • Proven experience managing donor-funded projects, particularly in the areas of program management and M&E.
  • Prior experience working as a Program Manager is highly desirable.

Skills:

  • Excellent interpersonal and teamwork skills
  • Strong written and verbal communication skills in both English and Amharic.
  • Proficiency in the use of computer applications and M&E software (e.g., PowerPoint, SharePoint, project management tools).
  • Knowledge of other Ethiopian languages is a plus.

Description of Tasks

  • The ELDA Programming, Monitoring & Evaluation (PM&E) Manager reports directly to the Executive Director and works closely with the project coordinators. This role is crucial for ensuring the effective and efficient implementation of ELDA’s programs.
