Project Best practices for Resilience in Drought Emergency Management in the Somali Regional State (BRIDGE -II)

The Comitato Internazionale per lo Sviluppo dei Popoli – International Committee for the Development of Peoples (CISP) is a non-governmental international organization established in 1983 in Italy. CISP has been operating in Ethiopia since 1986 and since then has always been alongside local institutions and communities to face humanitarian emergencies and lay the foundations for the consolidation of long-term development processes.

In the last 39 years in Ethiopia CISP has been implementing numerous multi-sectoral and multi-regional projects, mainly in the sectors of food security and rural development, Livelihood, WASH, Education, Health, Migration, Protection, CMDRR, and Emergency and Rehabilitation in Oromia, Tigray, Benishangul Gumuz, Somali, Afar regions and Addis Ababa City Administration. In all projects, CISP set gender, children, and environment either mainstream or as crosscutting issues. Currently, CISP with fund secure from AICS is planning to mitigate the effects of the drought, helping to save lives through the provision of essential services in Dollo-Ado, Bokolmayo & Filtu of Liban zone of Somali Region.

 

The Coordinator will perform the following duties in coordination and under supervision of the Program Manager:

Responsibility # 1: Project Implementation and Coordination: 35%

  • Responsible to overall management and implementation of the project implementing by CISP in Dollo- Ado & Bokolmayo of Liben Zone, Somali National Regional State,
  • Manages and coordinates the implementation process of all sets of targets planned for the project with respective supervisors, experts and other concerned staff working within program departments.
  • Develops detailed program implementation plans in consultation with the Program Officer, MEAL Expert, project staff and partners.
  • Provide expertise on crop selection, planting techniques, natural farming methods, and climate resilience strategies. Conduct field visits to assess impact and guide improvements.
  • Ensure activities are implemented according to physical plan and budget, donor requirements and acceptable quality standards in ways that are responsive to communities’ needs.
  • Regularly visits field activities and provide formal and informal feedback to the project staff in terms of adequate and inadequate progress as well as recommendations for improved performance;
  • Builds the capacity of project staff and its partners in technical issues pertinent to the sector Food Security and Livelihood;
  • Coordinate with the relevant stakeholders and make sure the project implementation is going on as per the plan,
  • Obtain feedback from local communities to evaluate the effectiveness of FSL services;
  • Maintains ongoing communication with project stakeholder regarding project progress and challenges;
  • Continuously assesses project’s context, assumptions and changes in the working environment to ensure that the project focus, strategies and activities remain relevant and to propose adjustments when needed.
  • Makes sure the AAP principles implemented properly.

Job Responsibility #2: Project Planning: 15%

  • With the project team and partner staff analyzes past experiences to systematize and incorporate lessons learned into the planning process;
  • Based on past accomplishments and achievements adjusts project targets, strategies, resources and delegation of responsibilities to ensure appropriate progress toward project objectives;
  • Shares draft plans with CISP head office management team, staff and partners involved in the implementation and incorporate their input into the plan;
  • Submits annual plans as per established schedules to all project stakeholders.

Responsibility #3: Staff Management: 10%

  • Supervises, leads, guides, orients, trains, coaches and supports the project team,
  • Builds the technical capacity of the subordinate staff in planning and implementing projects effectively and efficiently;
  • Ensure that all project staff have appropriate individual operational plans linked to project priorities;
  • Completes all performance management activities including: performance planning, monitoring, and annual performance appraisals;
  • Provides ongoing feedback to project officers and specialists, recognizing and praising successes and pointing out failures that need corrective measures.

Responsibility No. 4: Project Monitoring, Evaluation and Reporting: 15%

  • Ensures that project under his/her supervision include an appropriate log-frame and baseline design;
  • In consultation with MEAL personnel organizes a monitoring system to collect routine data for tracking project performance and decision making;
  • Monitor and facilitate community health education programs at each health catchment area;
  • Monitor the use of medical supplies and equipment and implement remedial steps to ensure adherence to best practices protocols;
  • Monitor the status of essential equipment and supplies and ensure timely procurement and distribution to meet the needs of health facilities;
  • Monitor the quality of services in the FSL program including adherence to government protocols and implement remedial steps to improve quality and adherence;
  • Plans and conducts quarterly and annual project review meeting to assess progress, adjust plans, and draw/disseminate lessons learned.
  • Write monthly/quarterly/annual comprehensive and high-quality project progress reports for the donor and the government;
  • Monitor the activity implementation of the consortium member/COOPI and provide feedback to all concerned.
  • Lead the extraction and documentation of learning briefs, case studies and other projects,
  • Implement other M&E related tasks based on donor requirements

Responsibility No. 5: Project Budget Management: 10%

  • In collaboration with finance staff prepares annual budget based on project proposal and ensures compliance with donor requirements.
  • Ensures appropriate utilization of fund codes for charging budget expenditures.
  • Monitor monthly budget burn rates and make adjustments when needed.
  • Ensure timely financial reporting is done and shared with the HO finance.
  • Communicate with the coordination unit for any finance related challenges at the FO level

Responsibility No. 6: Networking, Learning and Representation: 10%

  • Establishes and maintain formal and informal communication mechanisms with government, community partners, consortium member and other stakeholders in the project implementation area.
  • Participate in clusters, taskforce meetings, and supervision visits held at Zonal and Woreda level to discuss project related issues.
  • Keeps up to date with developments in the project, including best practice and ensure ongoing personal development and learning;
  • Make formal presentations to the counterparts about project progress, challenges, lessons learned and needed adjustments;

Responsibility No. 7: Any other duties assigned by supervisor: 5%

About You

JOB REQUIREMENTS

  • B.Sc. or MSc. in Rural Development, Agriculture, Agricultural Economics and related field;
  • Minimum of 8 years relevant experience for B.Sc. and 6 years for MSc. with a thorough understanding of all areas of project management cycles in Emergencies/ humanitarian settings.
  • Experience in coordinating, developing, and implementing humanitarian interventions in crisis settings.
  • Field experience in complex emergencies, including humanitarian emergency
  • Response.
  • Clear understanding of principles and theories of disaster management and public health response to disasters.
  • Experience and knowledge of the tradition and pastoral context;
  • Proficient in Somali, Amharic and English Language

IV. Competencies/Technical Skills:

  • Good knowledge of Development project Management/Coordination.
  • Track record of successful work experience and results in project management in NGOs setting
