Background
The Ethiopian Agricultural Transformation Institute (ATI), formerly known as the Agricultural Transformation Agency (ATA), is a strategy and delivery-oriented government institute created to help accelerate the growth and transformation of Ethiopia’s agriculture sector, which is a key contributor to the country’s GDP, exports, and workforce. The ATI’s work is cantered on improving the livelihoods of smallholder farmers (SHFs) across the country for improved income, inclusiveness, resilience, and sustainability.

The Institute plays a crucial role in generating and disseminating information to support evidence-based decision-making in Ethiopia’s agricultural sector

Position Summary
The Technology and Digital Innovations program is designed to leverage digital technologies to improve agricultural productivity and empower agricultural actors across the agricultural value chain. By collaborating with other ATI programs and projects, the program works to modernize agricultural practices, enhance market linkages, and foster data-driven decision-making for sustainable development. The Agricultural E-Markets Project team is one of the teams in the program. The team is engaged in various initiatives that utilize digital tools and technologies to address market-related issues faced by smallholder farmers. The National Market Information System (NMIS) is one of the notable initiatives of this team.
The NMIS is a platform that is used to collect, validate, and disseminate market information from more than 300 markets. Digital Market Linkage Platform (DMLP), a digital platform that directly connects producers with buyers, is another ongoing initiative. Output Tracking System – a digital system that tracks the movement of agricultural commodities, and Contract Farming – a digital platform that enhances access to finance for smallholder farmers, and among the various initiatives that are being implemented by the program team.
The Team lead will coordinate the ongoing and upcoming initiatives in the project team. (S)he will oversee the design, development, and operationalization of the initiatives in collaboration with internal teams, external service providers, and key stakeholders. The position holder will manage the procurement of necessary equipment, oversee market data collection, and provide technical support to ensure the initiatives’ successful implementation. (S)he will lead awareness campaigns, development of legal frameworks, and align the platform with ATI programs. The Team Lead will also supervise technical teams, monitor project progress, address risks, and ensure that deliverables are met on time. Additionally, the position holder will manage financial and administrative tasks, ensure the timely preparation of plans and reports, and support stakeholder engagement to promote sustainability.
The team lead will also facilitate capacity-building activities and monitoring visits, ensuring alignment with project goals and KPIs. Reporting to the Technology and Digital Innovations Director, the team lead will also work with other project team leaders and officers at various levels to achieve successful project outcomes.
Roles and Responsibilities
Strategic Leadership
- Lead the planning and execution of all project initiatives under Agricultural E-Markets (existing and upcoming).
- Identify opportunities for innovation and expansion of digital market services.
Develop strategies for market-related agricultural initiatives - Partner with internal and external stakeholders to advance digital market initiatives.
- Solicit funds for the implementation of new initiatives or the scaling up of existing activities.
Project Management
- Develop and manage project work plans, budgets, and timelines.
- Monitor progress against targets and ensure timely delivery of outputs.
- Coordinate cross-functional activities and ensure integration across platforms.
Ensure efficient implementation of initiatives - Supervise and mentor project staff and external consultants.
- Promote a collaborative and high-performance team culture to ensure efficient project implementation.
- Facilitate regular team meetings and performance reviews to follow up on project implementation activities.
- Identify and mitigate project risks.
- Ensure compliance with relevant laws, regulations, and donor requirements.
Stakeholder Engagement
- Build and maintain relationships with key stakeholders, including government
- organizations, private sector actors, cooperatives, and development partners.
- Organize stakeholder consultations, workshops, and feedback sessions.
- Collaborate with internal teams in executing related projects.
- Support knowledge sharing with internal and external stakeholders.
Planning and Reporting
- Prepare plans for the project team regularly.
- Prepare periodic progress reports and presentations.
- Ensure proper documentation of project activities, lessons learned, and success stories.
Required qualifications, competencies, skills, training, and experience:
Minimum master’s degree in economics, Agriculture, Information Technology, Project Management, or related field.
Minimum of 10 years of experience in project management, preferably in digital agriculture, e-commerce, or market linkages.
Proven experience in stakeholder engagement and team leadership.
