Background

The Ethiopian Agricultural Transformation Institute (ATI), formerly known as the Agricultural Transformation Agency (ATA), is a strategy and delivery-oriented government institute created to help accelerate the growth and transformation of Ethiopia’s agriculture sector, which is a key contributor to the country’s GDP, exports, and workforce. The ATI’s work is cantered on improving the livelihoods of smallholder farmers (SHFs) across the country for improved income, inclusiveness, resilience, and sustainability.

Position Summary

As the Project Team Leader, you will play a pivotal role in the digital transformation of Ethiopia’s agricultural sector. This high-impact leadership position is responsible for the implementation of the Digital Agriculture Roadmap (DAR) and the Ethiopian Digital Agriculture Extension and Advisory Services (DAEAS) 2030 Roadmap.

Your primary mission is to lead a team dedicated to two core initiatives: creating a comprehensive database of farmer profiles and deploying a digital kiosk project. This work is critical in addressing systemic challenges within the agricultural sector, including poor data quality, limited datasets, and a lack of integrated access points for smallholder farmers.

Additionally, you will oversee the Agri stack project, a key initiative aimed at providing farmers with access to crucial digital services, including digital extension and advisory services, to improve productivity and livelihoods. You will report to the Director of the Technology and Digital Innovation Program.

ESSENTIAL DUTIES and RESPONSIBILITIES

  • You will be responsible for both the managerial and technical aspects of the projects under your purview. Your main responsibilities will include:
  • Lead the DAR Enabling Initiatives and Agri stack project, ensuring deliverables are completed on time and within budget. This includes overseeing all aspects of project planning, budgeting, reporting, monitoring, and evaluation.
  • Provide strategic guidance and oversight for the farmer profiling and digital kiosk projects.
  • This involves leading the prioritization of pilot locations, identifying key agricultural use cases, and ensuring the projects align with the broader goals of the DAEAS 2030 and DAR Roadmap.
  • Lead and mentor a team of project officers, data enumerators, and statisticians. You will be responsible for managing day-to-day operations and fostering a high-performance culture focused on accountability and results.
  • Manage and coordinate a wide range of key project stakeholders, including government organizations, donors, implementation partners, and private sector players. You will also be responsible for leveraging existing farmer registry initiatives and maintaining strong relationships with all partners.
  • Oversee the design and implementation of data systems for the farmer profile database. This includes coordinating data cleaning and consolidation activities, as well as supervising the installation, maintenance, and performance of the digital kiosks.
  • Produce high-quality written materials, including annual, quarterly, and donor reports. You will also develop and execute communication plans to ensure all stakeholders, from farmers to donors, are informed and engaged.
  • Act as the primary point of contact for resolving strategic and operational problems that arise during the project lifecycle. You will monitor project risks and proactively propose mitigation measures to the Director.
  • In addition to your primary responsibilities, you will also be expected to participate in the technology and digital innovation program activities as required. This involves contributing to various initiatives that fall outside the scope of your core projects, ensuring a cohesive and forward-thinking approach to Ethiopia’s digital agriculture transformation.

Required Qualification, Competencies, and Experience:

  • Master’s degree in project management, statistics, Information Systems, Computer Science, Data Management, or a related field.
  • Minimum of 10 years of relevant experience in project management and implementation, with at least 4 years of experience in a leadership or senior role.
  • Proven experience in managing and implementing digital tools and platforms, preferably within the agricultural sector.
  • Demonstrated ability to influence and work collaboratively with a diverse set of partners, including government organizations, NGOs, donor organizations, and private companies.
  • Strong analytical and problem-solving skills, with a track record of making strategic decisions based on data.
  • Experience in designing and implementing data systems and communication strategies.
  • Fluency in English and Amharic. Knowledge of other local languages is a significant advantage.
  • Willingness and experience in traveling to different parts of the country.
  • Excellent oral and written communication skills.
  • A self-driven individual with a strong sense of ownership and the ability to drive work with minimal supervision.
