Job Description

The Ethiopian Economics Association (EEA) is a non-profit, non-partisan, and independent research and membership organization in Ethiopia.

The EEA, in partnership with Amref Health Africa, is implementing the “Integrated Health System Strengthening” (IHSS) project to build the capacity of Health Facilities (HFs) across 15 woredas in five regions, Afar, Somali, Siadama, Oromia and Amhara. To support this, the EEA seeks an experienced PFM Expert to mentor, coach, and strengthen the skills of technical teams at the facilities.

Job Summary/Responsibilities:

The PFM Expert will support health facilities by providing technical guidance, coaching, and capacity building to strengthen key Public Financial Management (PFM) functions.

Key responsibilities include:

  • Assess health facilities using the prepared checklist to identify gaps in Public Financial Management (PFM).
  • Provide hands-on mentoring and coaching to staff on budget, procurement, cash management, reporting, etc..
  • Support HFs staff in using practical PFM guides, templates, and SOPs to institutionalize knowledge.
  • Advise senior management on PFM reform priorities, risk mitigation, and change management.
  • Track progress against capacity-building milestones and recommend adjustments.
  • Prepare reports on mentorship outcomes and progress.

Terms

Short-term employment, for three months with the possibility of extension based on performance and availability of funds.

Salary and Benefits

About You

Qualifications and Experience:

  • Minimum of BA in Accounting, Public Finance, or related fields.
  • Minimum 10 years of hands-on PFM experience in government, international organizations, or consultancy.
  • Speaking and writing skills in the local language of the respective region,
  • fluency in speaking and writing in English are also an asset.
  • Work experience in similar roles in at least one of the regions.
  • Professional certifications (e.g., TOT).
  • Able to work and live in the assigned region.
